Book excerpt: Because environmental problems do not respect borders, their solutions often require international cooperation and agreements. The contributors to this book examine how international environmental agreements are put into practice. Their main concern is effectiveness -- the degree to which such agreements lead to changes in behavior that help to solve environmental problems. Their focus is on implementation -- the process that turns commitments into action, at both domestic and international levels. Implementation is the key to effectiveness because these agreements aim to constrain not just governments but a wide array of actors, including individuals, firms, and agencies whose behavior does not change simply because governments have made international commitments. The book is divided into two parts. Part I looks at international systems for implementation review, through which parties share information, review performance, handle noncompliance, and adjust commitments. Part II looks at implementation at the national level, with particular attention to participation by governmental and nongovernmental actors and to problems in states with economies in transition. Book excerpt: This document presents the Global Environmental Facility's (GEF) policy on public investment in GEF financed projects. At its meeting in April 1996, the GEF Council approved the principles presented herein as a basis for public involvement in the design, implementation and evaluation of GEF-financed projects. The Council stressed that when applying the principles, there should be emphasis on local participation and local stakeholders, specific conditions in-country should be taken into consideration, and public involvements should be consistent with the provision of the instrument for the establishment of the restructured GEF. This document builds upon previous papers and incorporates comments from consultations; part 1, provides the rationale and definition of public involvement. The basic principles of public involvement are presented in part 2, together with an identification of how the principles will be applied by the Secretariat, implementing agencies, project executing agencies, and other participating in GEF-financed projects.

This book argues that IOs, and the states that compose them, systematically pursue their interests when granting participation rights to NSAs. This book demonstrates that NSAs have long been participants in global governance institutions, and that states and bureaucracies have not always resisted their inclusion. At the same time, this study encourages skepticism of the assumption that increasing participation should be expected with the passage of time. The result is a study that challenges some commonly held assumptions about the interests of IOs and states, while providing an interesting comparison of secretariat and state interests with regard to one particular aspect of IO institutional rule and practice: the participation of non-state actors. Addressing the regular assumption that the power of states and the efficacy of multilateral governance have simply wilted in the heat of globalization while NSAs have flourished, this work features analysis of key institutions such as UNCEF, UNDP and the Environment Programme. It will be of great interest to students and scholars of international relations, the United Nations, and NGOs.
