This notion is at odds with today's world in which even mighty states are enmeshed in a web of interdependence. Much of the world's economy, information, industry, and culture have become global. Given these massive changes, argues Thomas Nowotny, much of traditional diplomacy has become redundant and sometimes counterproductive. Notwithstanding worldwide interdependence, states still anchor this complex global system. In a timelier version of their craft, diplomats retain an important function in safeguarding and shaping that worldwide interdependence. They are trained to transform differences into consensus and to navigate zones of conflict. But to do so effectively, and to meet today's challenges, they will have to adjust their ways and institutions. Nowotny bases his arguments on his unique experiences in internal organizational politics and in bilateral and multilateral international diplomacy, as well as on his theoretical reflections as an academic. His work aims to merge lessons from these distinct spheres into one comprehensive whole, intertwining practice and theory. The New World Architecture explores the contribution that the European Union is making to the emerging global governance system. It discusses the theoretical and historical aspects of European integration within the framework of the emerging regional EU and global governance systems. It explores three regimes of governance that are contributing to holding together the new emerging EU multilevel governance system. None of these is complete; all are partial. They include the political regime of governance; the socioeconomic regime of governance; and the territorial regime of governance. The author assesses the impact of the European Union on global politics. The Mediterranean and Latin America represent regions in which the European Union is investing considerable effort in order to create new forms of cooperation. With Power in Concert, Jennifer Mitzen argues that global governance is more than just the cooperation of states under anarchy: it is the formation and maintenance of collective intentions, or joint commitments among states to address problems together. The key mechanism through which these intentions are sustained is face-to-face diplomacy, which keeps states’ obligations to one another salient and helps them solve problems on a day-to-day basis. Mitzen argues that the origins of this practice lie in the Concert of Europe, an informal agreement among five European states in the wake of the Napoleonic wars to reduce the possibility of recurrence, which first institutionalized the practice of jointly managing the balance of power. Through the Concert’s many successes, she shows that the words and actions of state leaders in public forums contributed to collective self-restraint and a commitment to problem solving—and at a time when communication was considerably more difficult than it is today. Despite the Concert’s eventual breakdown, the practice it introduced—of face to face diplomacy as a mode of joint problem solving—survived and is the basis of global governance today.

These deficiencies in EU Mediterranean policies are symptomatic of what is a greater challenge in EU external policy-making: the struggle for implementation. This book analyses the implementation of the European Neighbourhood Policy in the Mediterranean, focusing on specific programs financed under the European Neighbourhood Policy Instrument in the years before and after the Arab uprisings. Building on a comparative analysis of two Maghreb countries, Tunisia and Morocco, it provides an in-depth investigation on the role of domestic actors in constraining or providing points of opportunity for the implementation of the ENP.
