Book excerpt: Drawing on recently declassified government documents, Merrill examines U.S. foreign economic policy toward India from its independence to President Kennedy's assassination. He considers the politics, ideology, and functioning of the large economic assistance effort in India, and also provides insights into the failures of U.S. economic strategies in the Third World during the Cold War. According to Merrill, rapid growth of aid to nonaligned India began during the Eisenhower Administration, which declared the policy of the United States to convince "people in the less developed areas that there is a way of life by which they can have bread and the ballot." The volume also includes Indian views on relevant economic and political issues. ISBN 0-8078-1920-4: $39.95.

Book excerpt: Resort City in the Sunbelt is a non-sensationalistic, scholarly account of Las Vegas from the building of the Hoover Dam to the construction of the MGM Grand Hotel. Historian Eugene Moehring provides a balanced view of the city’s urban development. Although a unique city in many ways, Las Vegas has displayed characteristics common to other sunbelt cities across the western United States—including underfunded social services, low-density urbanization with a heavy reliance upon automobiles, a sluggish response to problems within minority communities, a preference for efficient, business-like government, and a mania for low taxes. The gaming and resort aspects are fully considered, but Moehring emphasizes the city as part of the continually expanding sunbelt. From this important study, historians will conclude that, despite some of its unusual traits, Las Vegas is much like other western cities and therefore deserves recognition as one of the fastest-growing centers in postwar America. In a new and expanded epilogue to this edition, Moehring looks at the major events of the three decades leading up to 2000 and their underpinnings.

Book excerpt: This in-depth examination of one of the most controversial episodes in U.S.-Cuba relations sheds new light on the program that airlifted 14,000 unaccompanied children to the United States in the wake of the Cuban Revolution. Operation Pedro Pan is often remembered within the U.S. as an urgent “rescue” mission, but Deborah Shnookal points out that a multitude of complex factors drove the exodus, including Cold War propaganda and the Catholic Church’s opposition to the island’s new government. Shnookal illustrates how and why Cold War scare tactics were so effective in setting the airlift in motion, focusing on their context: the rapid and profound social changes unleashed by the 1959 Revolution, including the mobilization of 100,000 Cuban teenagers in the 1961 national literacy campaign. Other reforms made by the revolutionary government affected women, education, religious schools, and relations within the family and between the races. Shnookal exposes how, in its effort to undermine support for the revolution, the U.S. government manipulated the aspirations and insecurities of more affluent Cubans. She traces the parallel stories of the young “Pedro Pans” separated from their families—in some cases indefinitely—in what is often regarded in Cuba as a mass “kidnapping” and the children who stayed and joined the literacy brigades. These divergent journeys reveal many underlying issues in the historically fraught relationship between the U.S. and Cuba and much about the profound social revolution that took place on the island after 1959. Publication of the paperback edition made possible by a Sustaining the Humanities through the American Rescue Plan grant from the National Endowment for the Humanities.
