Available in PDF, EPUB and Kindle. Book excerpt: Seminar paper from the year 2006 in the subject Politics - Miscellaneous, grade: 1,0, Utrecht University (School of Governance), course: Implementation between plan and practice, language: English, abstract: This review is on a book on planning with the background not in social sciences but in urban planning and geosciences, it therefore is categorized as a major contribution to planning theory rather than to political theory(see Peattie 2001:252). But sure enough, it would not be object of this analysis if its relevance and tenor were not relevant for policy practitioners. And not only them, since the various contents are also of interest to students and academic personnel of administration and politics, anthropology and sociology and constitute furthermore a meaningful laboratory-like supplement to political philosophy courses. The book itself creates new possibilities for an inspired dialogue between researchers and practitioners. Flyvbjerg sets out to show how power creates its own reality, uses rationality to rationalize its decisions, and strategically switches between political and expert discourses as it needs to in order to get what it wants using the Aalborg Project as a metaphor of comprehensive planning. This scientific book review will not only evolve around the pure contents, sense making and theoretical conceptualization of Flyvbjerg’s Rationality and Power, but will include to implicate input and attempt a comparison with Pressman & Wildavsky’s Implementation and writings by Buchanan & Boddy as well as Siebers.

Available in PDF, EPUB and Kindle. Book excerpt: Making Social Science Matter presents an exciting new approach to the social and behavioral sciences including theoretical argument, methodological guidelines, and examples of practical application. Why has social science failed in attempts to emulate natural science and produce normal theory? Bent Flyvbjerg argues that the strength of social sciences lies in its rich, reflexive analysis of values and power, essential to the social and economic development of any society. Richly informed, powerfully argued, and clearly written, this book opens up a new future for the social sciences. Its empowering message will make it required reading for students and academics across the social and behavioral sciences.
Book Synopsis Megaprojects and Risk by : Bent Flyvbjerg
Download or read book Megaprojects and Risk written by Bent Flyvbjerg and published by Cambridge University Press. This book was released on 2003-02-13 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: Megaprojects and Risk provides the first detailed examination of the phenomenon of megaprojects. It is a fascinating account of how the promoters of multi-billion dollar megaprojects systematically and self-servingly misinform parliaments, the public and the media in order to get projects approved and built. It shows, in unusual depth, how the formula for approval is an unhealthy cocktail of underestimated costs, overestimated revenues, undervalued environmental impacts and overvalued economic development effects. This results in projects that are extremely risky, but where the risk is concealed from MPs, taxpayers and investors. The authors not only explore the problems but also suggest practical solutions drawing on theory, experience and hard, scientific evidence from the several hundred projects in twenty nations and five continents that illustrate the book. Accessibly written, it will be the standard reference for students, scholars, planners, economists, auditors, politicians and interested citizens for many years to come.
Book Synopsis Policy and Planning for Large Infrastructure Projects by : Bent Flyvbjerg
Download or read book Policy and Planning for Large Infrastructure Projects written by Bent Flyvbjerg and published by World Bank Publications. This book was released on 2005 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: "This paper focuses on problems and their causes and cures in policy and planning for large infrastructure projects. First, it identifies as the main problem in major infrastructure development pervasive misinformation about the costs, benefits, and risks involved. A consequence of misinformation is massive cost overruns, benefit shortfalls, and waste. Second, the paper explores the causes of misinformation and finds that political-economic explanations best account for the available evidence: planners and promoters deliberately misrepresent costs, benefits, and risks in order to increase the likelihood that it is their projects, and not the competition's, that gain approval and funding. This results in the "survival of the unfittest," where often it is not the best projects that are built, but the most misrepresented ones. Finally, the paper presents measures for reforming policy and planning for large infrastructure projects, with a focus on better planning methods and changed governance structures, the latter being more important."--World Bank web site.

Available in PDF, EPUB and Kindle. Book excerpt: Discusses the state of the field of Political Science. This book talks about the usefulness of rational choice theory; the ethical limits of pluralism; the use (and misuse) of empirical research; the divorce between political theory and empirical science; and the connection between political science scholarship and political struggles. a "Making Political Science Matter" brings together a number of prominent scholars to discuss the state of the field of Political Science. In particular, these scholars are interested in ways to reinvigorate the discipline by connecting it to present day political struggles. Uniformly well-written and steeped in a strong sense of history, the contributors consider such important topics as: the usefulness of rational choice theory; the ethical limits of pluralism; the use (and misuse) of empirical research in political science; the present-day divorce between political theory and empirical science; the connection between political science scholarship and political struggles, and the future of the discipline. This volume builds on the debate in the discipline over the significance of the work of Bent Flyvbjerg, whose book "Making Social Science Matter" has been characterized as a manifesto for the Perestroika Movement that has roiled the field in recent years
Book Synopsis Power at Ground Zero by : Lynne B. Sagalyn
Download or read book Power at Ground Zero written by Lynne B. Sagalyn and published by Oxford University Press. This book was released on 2016-08-05 with total page 800 pages. Available in PDF, EPUB and Kindle. Book excerpt: The destruction of the World Trade Center complex on 9/11 set in motion a chain of events that fundamentally transformed both the United States and the wider world. War has raged in the Middle East for a decade and a half, and Americans have become accustomed to surveillance, enhanced security, and periodic terrorist attacks. But the symbolic locus of the post-9/11 world has always been "Ground Zero"--the sixteen acres in Manhattan's financial district where the twin towers collapsed. While idealism dominated in the initial rebuilding phase, interest-group trench warfare soon ensued. Myriad battles involving all of the interests with a stake in that space-real estate interests, victims' families, politicians, the Port Authority of New York and New Jersey, the federal government, community groups, architectural firms, and a panoply of ambitious entrepreneurs grasping for pieces of the pie-raged for over a decade, and nearly fifteen years later there are still loose ends that need resolution. In Power at Ground Zero, Lynne Sagalyn offers the definitive account of one of the greatest reconstruction projects in modern world history. Sagalyn is America's most eminent scholar of major urban reconstruction projects, and this is the culmination of over a decade of research. Both epic in scope and granular in detail, this is at base a classic New York story. Sagalyn has an extraordinary command over all of the actors and moving parts involved in the drama: the long parade of New York and New Jersey governors involved in the project, Mayor Michael Bloomberg, various Port Authority leaders, the ubiquitous real estate magnate Larry Silverstein, and architectural superstars like Santiago Calatrava and Daniel Libeskind. As she shows, political competition at the local, state, regional, and federal level along with vast sums of money drove every aspect of the planning process. But the reconstruction project was always about more than complex real estate deals and jockeying among local politicians. The symbolism of the reconstruction extended far beyond New York and was freighted with the twin tasks of symbolizing American resilience and projecting American power. As a result, every aspect was contested. As Sagalyn points out, while modern city building is often dismissed as cold-hearted and detached from meaning, the opposite was true at Ground Zero. Virtually every action was infused with symbolic significance and needed to be debated. The emotional dimension of 9/11 made this large-scale rebuilding effort unique; it supercharged the complexity of the rebuilding process with both sanctity and a truly unique politics. Covering all of this and more, Power at Ground Zero is sure to stand as the most important book ever written on the aftermath of arguably the most significant isolated event in the post-Cold War era.
Book Synopsis Planning in the Public Domain by : John Friedmann
Download or read book Planning in the Public Domain written by John Friedmann and published by Princeton University Press. This book was released on 1987-10-21 with total page 518 pages. Available in PDF, EPUB and Kindle. Book excerpt: John Friedmann addresses a central question of Western political theory: how, and to what extent, history can be guided by reason. In this comprehensive treatment of the relation of knowledge to action, which he calls planning, he traces the major intellectual traditions of planning thought and practice. Three of these--social reform, policy analysis, and social learning--are primarily concerned with public management. The fourth, social mobilization, draws on utopianism, anarchism, historical materialism, and other radical thought and looks to the structural transformation of society "from below." After developing a basic vocabulary in Part One, the author proceeds in Part Two to a critical history of each of the four planning traditions. The story begins with the prophetic visions of Saint-Simon and assesses the contributions of such diverse thinkers as Comte, Marx, Dewey, Mannheim, Tugwell, Mumford, Simon, and Habermas. It is carried forward in Part Three by Friedmann's own nontechnocratic, dialectical approach to planning as a method for recovering political community.

Book excerpt: Seminar paper from the year 2013 in the subject Sociology - Individual, Groups, Society, grade: 1,33, Jacobs University Bremen gGmbH (School of Humanities and Social Sciences), language: English, abstract: Agreeing with the notion that public policies are “whatever governments choose to do or not to do” (Dye, 1987, p. 1) eventuates in breaking down the academic field of public policy to the study of decision making. Whether public policy is indeed in its essence the study of decision making or not is however part of a different debate that this essay will not delve into. Nevertheless, noteworthy here is that questions such as 'who are the decision makers? How and why do they take the decisions they are taking?' have been leading research questions in public policy sciences. One theoretical framework policy scholars have long used to give answers to the questions was the rational choice theory. (...)
Book Synopsis Social Science and Policy Challenges by : Georgios Papanagnou
Download or read book Social Science and Policy Challenges written by Georgios Papanagnou and published by UNESCO. This book was released on 2011-01-01 with total page 301 pages. Available in PDF, EPUB and Kindle. Book excerpt: Producing scientific knowledge that can inform solutions and guide policy-making is one of the most important functions of social science. Nonetheless, if social science is to become more relevant and influential so as to impact on the drawing and execution of policy, certain measures need to be taken to narrow its distance from the policy sphere. This decision is less obvious than it seems. Both research and experience have proved that policy-making is a complex, often sub-rational, interactive process that involves a wide range of actors such as decision makers, bureaucrats, researchers, organized interests, citizen and civil society representatives and research brokers. In addition, social science often needs to defend both its relevance to policy and its own scientific status. Moving away from instrumental visions of the link between social research and policy, this collective volume aims to highlight the more constructed nature of the use of social knowledge.

Book excerpt: This book is open access under a CC BY 4.0 license Maritime or marine spatial planning has gained increasing prominence as an integrated, common-sense approach to promoting sustainable maritime development. A growing number of countries are engaged in preparing and implementing maritime spatial plans: however, questions are emerging from the growing body of MSP experience. How can maritime spatial planning deal with a complex and dynamic environment such as the sea? How can MSP be embedded in multiple levels of governance across regional and national borders – and how far does the environment benefit from this new approach? This open access book is the first comprehensive overview of maritime spatial planning. Situated at the intersection between theory and practice, the volume draws together several strands of interdisciplinary research, reflecting on the history of MSP as well as examining current practice and looking towards the future. The authors and contributors examine MSP from disciplines as diverse as geography, urban planning, political science, natural science, sociology and education; reflecting the growing critical engagement with MSP in many academic fields. This innovative and pioneering volume will be of interest and value to students and scholars of maritime spatial planning, as well as planners and practitioners. Jacek Zaucha is Professor of Economics at Gdánsk University, Poland. He is long experienced in maritime spatial planning, and is currently leading the team preparing the first plan for Polish waters. Kira Gee is Research Associate at the Centre for Materials and Coastal Research (Helmholtz-Zentrum Geesthacht), Germany.
