Selon les clauses du contrat social rousseauiste, les membres de la societe sont tous egaux et libres; leurs droits et devoirs sont fondes, garantis et proteges par toute la collectivite. A partir de l'eclairage de la philosophie de Rousseau, il est possible d'instaurer la culture de la paix en Afrique au moyen d'un nouveau contrat social fonde sur le Droit.

Book excerpt: Ce livre, issu d'une thèse de doctorat en science politique soutenue avec brio par l'auteur en 2005 à la Sorbonne, a pour objet d'établir le lien entre la violence politique et les conflits au Tchad depuis l'indépendance. Toutefois, il prend soin de remonter auparavant aux sources précoloniales et coloniales de ces conflits afin d'en connaître la véritable nature. La violence politique en tant que violence d'Etat est à l'origine des conflits, du Président Tombalbaye au Président Déby, du fait de la dictature et de l'autoritarisme qui caractérisent les régimes successifs. En réaction, la violence d'Etat génère une violence contre l'Etat, tantôt par le bas (désobéissance civile, protestations, révoltes, rébellions), tantôt par le haut (dissidences, désertions, mutineries, tentatives de coups et coups d'Etat). La violence politique atteint son paroxysme en 1979-80 avec la guerre civile. Cette guerre entraîne une régionalisation et une internationalisation du conflit avec l'intervention militaire de la Libye et de la France. La Cour internationale de Justice parvient à régler le différend tchado-libyen en 1994 mais le conflit politique interne reste entier sous le régime d'Idriss Déby. La démocratisation de façade des années 1993-96 vole en éclats et cède la place à un régime de plus en plus autoritaire et contesté comme en témoignent la tentative de coup d'Etat de mai 2004 et les désertions civiles et militaires en 2005. De même, l'impunité des crimes commis sous le règne sanglant d'Hissène Habré continue d'alimenter les interrogations au sujet d'un éventuel procès de l'ancien dictateur réfugié depuis quinze ans au Sénégal. Dans ces conditions, faute de justice, de sécurité et du fait de la violence politique, la paix civile a bien du mal à s'installer au Tchad.
