The past ten conference volumes represent a substantial contribution towards providing a forum for discussion and interchange of information, ideas and expressions of views regarding telecommunications in the Pacific. The years have presented many changes and challenges; a chronology of the annual conference themes and papers testify to the growth and breadth of telecommunication in the Pacific hemisphere. The occasion of the tenth anniversary conference provided an opportunity to look back at what PTC has accomplished. Over the past decade more than 750 papers have been generated by hundreds of telecommunication professionals. The knowledge represents a significant foundation for the future. PTC'88 was organized around a model involving the telecommunication user, the provider and the marketplace (influenced by government regulation and open competition). More than 85 papers are contained in this volume, with contributions from more than 20 countries. Seventeen sessions of five-to-six papers each, present a wide range of Pacific telecommunication concerns. In some cases background papers are provided for special sessions and working groups. The volume will be of considerable interest to those involved in the academic, business and government aspects of telecommunications.

The first two days of the conference focused on state-of-the-art developments and set the stage for the final day, which addressed training and human resource requirements. The proceedings parallel the chronological flow of the conference. The initial selection provides the context for PTC '86 as set out by the four keynote speakers--Richard K. Jacobsen, Richard Sedgewick, Park Hyon-Tae, and Toru Uehara. Focusing on current telecommunications developments, the first day speakers discussed network applications, business strategies, and regulatory frameworks. The second day's speakers considered future developments and the latest services and applications were presented in plenary and concurrent sessions. On the final day, authors concentrated on assessing and managing the transition into a digital Pacific.
