Book excerpt: With a history now stretching back four decades, Pacific festivals of Aotearoa assert a multicultural identity of New Zealand and situate the country squarely within a sea of islands. In this volume, Jared Mackley-Crump gives a provocative look at the changing demographics and cultural landscape of a place frequently viewed through a bicultural lens, Pākehā and Māori. Taking the post–World War II migrations of Pacific peoples to New Zealand as its starting point, the story begins in 1972 with the inaugural Polynesian Festival, an event that was primarily designed as a Māori festival, now known as Te Matatini, the largest Māori performing arts event in the world. Two major moments of festivalization are considered: the birth of Polyfest in 1976 and the inaugural Pasifika Festival of 1993. Both began in Auckland, the home of the largest Pacific communities in New Zealand, and both have spawned a series of events that follow the models they successfully established. While Polyfests focus primarily on the transmission of performance traditions from culture bearers to the young, largely New Zealand–born generations, Pasifika festivals are highly public community events, in which diverse displays of material culture are offered up for consumption by both cultural tourists and Pacific communities alike. Both models have experienced a significant period of growth since 1993, and here, the author presents a thought-provoking and wide-ranging analysis to explain the phenomenon that has been called a “Pacific renaissance.” Written from an ethnomusicological perspective, The Pacific Festivals of Aotearoa New Zealand incorporates lively first-person observations as well as interviews with festival organizers, performers, and other important historical figures. The second half of the book delves into the festival space, uncovering new meanings about the function and role of music performance and public festivity. The author skillfully challenges accounts that label festivals as inauthentic recreations of culture for tourist audiences and gives both observers and participants an uplifting new approach to understand these events as meaningful and symbolic extensions of the ways diasporic Pacific communities operate in New Zealand.

Although many Pacific Island cultures have a broad range of highly developed indigenous performance forms—including oral narrative, clowning, ritual, dance, and song—scripted drama is a relatively recent phenomenon. Emerging during a period of region-wide decolonization and indigenous self-determination movements, most of these plays reassert Pacific cultural perspectives and performance techniques in ways that employ, adapt, and challenge the conventions and representations of Western theater. Drawing together discussions in theater and performance studies, historiography, Pacific studies, and postcolonial studies, Remaking Pacific Pasts offers the first full-length comparative study of this dynamic and expanding body of work. It introduces readers to the field with an overview of significant works produced throughout the region over the past fifty years, including plays in English and in French, as well as in local vernaculars and lingua francas. The discussion traces the circumstances that have given rise to a particular modern dramatic tradition in each site and also charts routes of theatrical circulation and shared artistic influences that have woven connections beyond national borders. This broad survey contextualizes the more detailed case studies that follow, which focus on how Pacific dramatists, actors, and directors have used theatrical performance to critically engage the Pacific’s colonial and postcolonial histories. Chapters provide close readings of selected plays from Hawai‘i, Aotearoa/New Zealand, New Caledonia/Kanaky, and Fiji that treat events, figures, and legacies of the region’s turbulent past: Captain Cook’s encounters, the New Zealand Wars, missionary contact, the overthrow of the Hawaiian monarchy, and the Fiji coups. The book explores how, in their remembering and retelling of these pasts, theater artists have interrogated and revised repressive and marginalizing models of historical understanding developed through Western colonialism or exclusionary indigenous nationalisms, and have opened up new spaces for alternative historical narratives and ways of knowing. In so doing, these works address key issues of identity, genealogy, representation, political parity, and social unity, encouraging their audiences to consider new possibilities for present and future action. This study emphasizes the contribution of artistic production to social and political life in the contemporary Pacific, demonstrating how local play production has worked to facilitate processes of creative nation building and the construction of modern regional imaginaries. Remaking Pacific Pasts makes valuable contributions to Pacific literature, world theater history, Pacific studies, and postcolonial studies. The book opens up to comparative critical discussion a geopolitical region that has received little attention from theater and performance scholars, extending our understanding of the form and function of theater in different cultural contexts. It enriches existing discussions in postcolonial studies about the decolonizing potential of literary and artistic endeavors, and it suggests how theater might function as a mode of historical enquiry and debate, adding to discussions about ways in which Pacific histories might be developed, challenged, or recalibrated. Consequently, the book stimulates new discussions in Pacific studies where theater has, to date, suffered from a lack of critical exposure. Indeed, considering that the region accounts for more than half of the total number of disasters in the world, building capacity and resilience to mitigate the devastating impact of disasters is a pressing task for local actors. This book takes a regional, multidisciplinary and multi-actor approach to improve understandings of how various actors respond to natural and human-induced disasters in the Asia-Pacific region. It examines the ideas and activities of four different categories of agents: civil society; military and state institutions; local cultural knowledge and the media; and economic initiatives, and these themes are approached from various academic disciplines, ranging from anthropology and cultural studies to economics, human geography and political science. The contributors draw their findings from a variety of countries in the region, including China, Fiji, India, Indonesia, Japan, Myanmar and Samoa, and importantly, focus on the interconnection between vulnerability and resilience. In turn, the book highlights how the nature and magnitude of disasters are influenced by social conditions, and aims to contribute to policies that prioritize development opportunities to enhance resilience. Further, it explores the complicated and multifaceted role of agency in building resilience, and presents a comparative framework for analysis and key findings from the Asia-Pacific region. The shift from the multilateral WTO negotiations to bilateral and regional Free Trade Agreements has been going on for some time, but it is bound to accelerate after the WTO Doha round of negotiations is now widely regarded as a failure. However, there is a particular regional angle to this topic as well. After concluding that further progress in the Doha round was unlikely, Pacific Rim nations recently have progressed with the negotiations of a greatly expanded Trans-Pacific Partnership Agreement that includes industrialised economies and developed countries such as the United States, Japan, Australia and New Zealand, recently emerged economies such as Singapore, but also several developing countries in Asia and Latin America such as Malaysia and Vietnam. US and EU led efforts to conclude FTAs with Asia-Pacific nations are also bound to accelerate again, after a temporary slowdown in the negotiations following the change of government in the United States and the expiry of the US President’s fast-track negotiation authority. The book will provide an assessment of these dynamics in the world’s fastest growing region. It will look at the IP chapters from a legal perspective, but also put the developments into a socio-economic and political context. Many agreements in fact are concluded because of this context rather than for purely economic reasons or to achieve progress in fields like IP law. The structure of the book follows an outline that groups countries into interest alliances according to their respective IP priorities. This ranges from the driving forces of the EU, US and Japan, via Asia-Pacific resource-rich but IP poor economies such as Australia and New Zealand, recently emerged economies with strong IP systems such as Singapore and Korea to leading developing countries such as China and India and ‘second tier industrializing economies’ such as Thailand, Malaysia and Indonesia.
