Book excerpt: Youth gangs have been described as one of the most important urban youth issues in society today. Given the permeance of street gangs in economically marginalized communities inhabited by predominantly people of color, youth gang formation, membership, and criminalization carry racial connotations. Compared to other racial groups, however, far less is known on Asian American and Pacific Islander (API) youth gangs, despite long standing gang presence in this community. The absence of APIs in this topic of inquiry implies their experiences can be understood in the absence of racial context which contributes to their problematic representation as the "model minority." Drawing on Asian critical race theory, this qualitative study utilizes a critical phenomenological approach to explore how 30 gang affiliated API youth understand their racial identity and experiences through in-depth phenomenological interviews. Building on an ethnographic pilot study of Asian American gang affiliated youth in a schooling context, findings from this study suggest the unique origin and evolution of API youth involvement in gangs. Specifically, there is a generational distinction when it came to gang membership. Findings also demonstrate API youth rely on various strategies of racial identity construction through their gang affiliation. For example, they embrace racialized stereotypes and ascribe racial/ethnic meaning to cultural practices to make meaning of their identity. Finally, findings reveal API youth adopt the "schoolboy gangster" paradox to navigate the tensions of their racial and gang identity. This experience produces a double life where they play the role of being a devoted son at home and in schools to hide their identity as gang members. This study provides empirical contribution to a group overlooked in gang subculture and bridges the theoretical gap between youth gangs and racial categorization. Additionally, this study offers implications for policy and practice in the field of urban education committed to racial equity and social justice.

The government, schools, social agencies, and the justice system are conspicuous by their sporadic interest in the subject and have failed to develop effective policies and programs. Existing social support mechanisms and strategies for suppressing violence have often been unsuccessful. And, state and federal policy is largely nonexistent. In The Youth Gang Problem: A Community Approach, Irving Spergel provides a systematic analysis of youth gangs in the United States. Based on research, historical and comparative analysis, and agency documents and the author's extensive first-hand experience, the work explores the gang problem from the perspective of community disorganization, especially population movement, and the plight of the underclass. It examines the factors of gang member personality, gang dynamics, criminal organization, and the influence of family, school, prisons, and politics, as well as the response of criminal justice agencies and community groups. Spergel describes techniques used by social agencies, schools, employment programs, criminal justice agencies, and grass-roots organizations for dealing with gangs, and recommends strategies that emphasize the use of local resources, planning, and collaborative procedures. There is no single strategy and no easy solution to the youth gang problem in the United States. There are, however, substantial steps we can take, and they must be honestly and systematically tested. Papua New Guinea: A land of striking beauty, mountain ranges, lush rainforests, and some of the most spectacular coastlines on earth. A land with over eight hundred unique tribes and languages. A land where crime has gotten so out of control, personal security services are the country's largest growth industry. Papua New Guinea's capital, Port Moresby, is regularly ranked among the world's five worst cities to live in by The Economist magazine. In 2004, when the photographs in Raskols were taken, the same survey ranked Port Moresby the worst city in the world. This fenced-up, razor-wired, lawless metropolis is infamous for its criminal gangs known as raskols (the indigenous Tok Pisin word for criminals). Throughout Port Moresby, dense urban settlements and a general lack of law and order have led to intertribal warfare and a seemingly endless stream of kidnappings, gang rape, carjackings, and vicious murders. That's all in addition to soaring HIV rates and massive unemployment. However, photographer Stephen Dupont is of a rare breed. He infiltrated a raskol community and documented the rough and ruthless individuals involved in Papua New Guinea's gang life. Raskols presents formal portraits of the Kips Kaboni (Scar Devils), Papua New Guinea's longest established criminal gang. Dupont set up a makeshift studio inside the Kips Kaboni safe house where he photographed his subjects and their unique handmade weapons and firearms. These mostly young, unemployed adults and teenagers orchestrate raids, carjackings, and robberies as a means of survival. The gangs control the streets. Despite the crime and violence they have unleashed on their city, some view them as modern-day Robin Hoods. With a corrupt government and police force, every day in Port Moresby is survival of the fittest. Many of these raskols initially turned to crime, violence, and anarchy in a bid to protect and provide for themselves and their communities.

During his tenure at Inter*Im, Santos organized property owners, businesses, residents, and activists from the Asian American community to preserve the neighborhood and build new housing. Gary Iwamoto is a regular contributing writer for the International Examiner, an Asian Pacific Islander community newspaper. He has written several plays, notably Miss Minidoka 1943, which was produced by the Northwest Asian American Theater. He and Bob Santos also wrote Humbows, Not Hot Dogs in 2002.
