It is informative and presented in a no-nonsense fashion. The reader learns a great deal about practices that do indeed impede the academic achievement and school success of students with special needs from minority and traditionally underrepresented groups. The text can be used as supplemental reading in pre-service courses for general or special education. It is easy to read and cites many examples to reduce any possibility of misinterpretation. Teacher educators will find it especially useful as a tool to generate discussion on the difficult and threatening topics and issues associated with discrimination in public education as a whole and special education in particular. The author presents the thesis that the upward mobility of an ethnic group is determined not only by its infrastructure but also by the infrastructure of the situation the group encounters. For example, the chapter on history emphasizes economics and demographics more than subcultural values and attitudes. Other chapters similarly emphasize infrastructure, covering each group's demographic composition, intermarriage rates, residential segregation, and labor force characteristics. Few analyses of census data have so self-consciously incorporated historical material in order to help elucidate statistical results and provide an integrated and comparative view of ethnicity in American society.
