Book Synopsis Overview of RSAC System Software by : H. Edward Hall
Download or read book Overview of RSAC System Software written by H. Edward Hall and published by . This book was released on 1985 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This Note gives an overview of the RAND Strategy Assessment Center's (RSAC) software design and summarizes characteristics of the automated war gaming system. It reviews basic concepts and requirements and examines three different aspects of the RSAC software design: (1) System interface, including the complex communication among the RSAC system's various software modules; (2) the communication mechanism which promotes modularity, thus simplifying system integration, evolution, and maintenance; and (3) system control, which treats game phenomena with extensive use of co-routines managed by a coordinating program. The Note discusses interactive gaming with human teams, identifying several classes of interaction and describing techniques that promote it. Finally, it discusses the overall computing milieu characterized by operations on VAX 11-750 or VAX 11-780 computers, the C programming language, UNIX operating system, a computer code requiring about two megabytes of random access memory, and the potential for eventual operations on geographically separated microprocessors."--Rand abstracts

Book Synopsis Regulating Audiovisual Services by : Thomas Gibbons
Download or read book Regulating Audiovisual Services written by Thomas Gibbons and published by Taylor & Francis. This book was released on 2023-07-14 with total page 711 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent years, the changing nature of audiovisual services has had a significant impact on regulatory policy and practice. The adoption of digital technology means that broadcasting, cable, satellite, the Internet and mobile telephony are converging, enabling each of them to deliver the same kinds of content and allowing users to exercise much greater choice over the kind of material that they receive and when they receive it. The essays examine the implications for regulatory design, asking whether there is still a role for traditional-style state controls, or whether other techniques, such as competition in the market and self-regulation, are more appropriate. They also explore how, in the digital era, structural issues of media ownership and control become problems of access and interconnection between services and how content regulation focuses more on problems raised by the interactions between providers and users, the relationship between freedom of information and technologies to control it and the international reach of the new media.

Book Synopsis The V-chip Debate by : Monroe E. Price
Download or read book The V-chip Debate written by Monroe E. Price and published by Routledge. This book was released on 2013-11-26 with total page 392 pages. Available in PDF, EPUB and Kindle. Book excerpt: The V-chip is a highly significant part of the discussion about whether television (or broadcasting in general) deserves some special attention in terms of its accessibility to children, its particular power to affect conduct, and its invasiveness. But as this notion of filtering and labeling has caught the imagination of the regulator, the legislator, and all those who wish to consider new ways to alter bargaining over imagery in society, the very idea of the V-chip or its equivalent is moving across other technologies, including the Internet. The V-chip issue has also fueled the ongoing debate about violence and sexual practices in society, and how representations on television relate to those practices. Although the initial concept of the V-chip is simple, its flow into the public realm raises so many extraordinary questions that the introduction and production of the chip virtually serves as a case study in problems of law and public policy. The very conceptualization of speech in society is being affected by this issue. Accordingly, the place of the V-chip in this debate is increasingly important; indeed, it may be argued that the V-chip's contribution to legal argumentation may be greater than its ultimate contribution to the relationship between children and imagery. Among the questions the contributors address are: *What research basis is necessary to require a framework for labeling and rating? *What relationship between government and the image-producing industries can be characterized--for constitutional and other reasons--as voluntary as opposed to coercive? *Who should evaluate these images? *To what extent should the evaluation process be centralized and/or distributed? *What assessment is appropriate to evaluate whether the experiment is "successful?" In addition to the V-chip's origin's in Canada and its further evolution in the United States, this book discusses the development of the V-chip and television rating systems in Europe, Australia, and throughout the world. It also includes essays which contrast the very different approaches in Canada and the United States in terms of the role of regulatory agency, industry, and government.
