Available in PDF, EPUB and Kindle. Book excerpt: Though mayors directly elected by the residents of a city are so commonplace as to go without comment in the United States and Canada, in many other countries, including England, Germany, and Hungary, they are a recent development, where they have been pitched as an effective, democratically accountable governing option. But is that actually true? Do directly elected mayors deliver better governance than the alternatives? This book presents the results of an in-depth study of that question and the role of the elected mayor in general, drawing on data from a large number of cities from around the world to show the wide range of policy approaches and outcomes that the position can entail.

Available in PDF, EPUB and Kindle. Book excerpt: This book, now available in paperback, is the result of national research conducted amongst England's directly elected mayors and the councillors that serve alongside them. It is the first such major publication to assess the impact on local politics of this new office and fills a gap in our understanding of how the Local Government Act 2000 has influenced local governance. The book also draws from a range of research that has focused on elected mayors - in England and overseas - to set out how the powers, roles and responsibilities of mayors and mayoral councils would need to change if English local politics is to fundamentally reconnect with citizens. It not only explores how English elected mayors are currently operating, but how the office could develop and, as such, is a major contribution to the debate about the governance of the English localities.

Book excerpt: This report follows up our November 2014 report on child sexual exploitation in Rotherham and covers two matters: the role of Ofsted and Louise Casey's inspection report on Rotherham. It is clear that the inspection arrangements that Ofsted had in place from 2007, when it became responsible for inspecting children's services at Rotherham, failed to detect either the evidence, or the knowledge within the council, of large-scale child sexual exploitation. The structured inspection method used at that time to inspect local authorities' children's services was designed by Ofsted and did not focus on child sexual exploitation. The result was a lack of intelligence and understanding in Ofsted's handling of Rotherham. Child sexual exploitation was missed as was the superficiality of Rotherham's response to inspection findings and its dysfunction. The Committee found Louise Casey's report on her inspection of Rotherham to be penetrating and instructive. It not only confirmed the dreadful findings in the Jay Report but, what was worse, revealed that Rotherham Council was in denial about child sexual exploitation.

Book excerpt: What is the relationship between politics and health policy in the UK? How are the interests of the medical profession, civil society and the state weighed and balanced in the making of health policy? Health Policy and Politics offers a sophisticated critical analysis of policy-making in the National Health Service. The team of contributors comprises established academics who have been actively involved in both research and policy-making in this field. They examine the 'macro' level of policy-making at governmental level, and then consider professional institutional relationships and struggles, and interpersonal decision-making and power relations within small organizations and departments. Unique in the variety of perspectives and topics covered, the volume will be required reading for those teaching and studying on a range of courses in health, social care and public policy, and for health professionals within the NHS.

Nor is discussion of the merits (or otherwise) of collaboration between the two sectors. The history of collaboration between these two sectors of the public services has been chequered to say the least; indeed, the boundary between health and social care has been described as a 'Berlin Wall'. However, New Labour's ascension to power in 1997 has rekindled an avid interest in this issue. The government's emphasis on partnerships and collaboration has been projected as a key element of its 'Third Way' philosophy. Partnership working in particular has been viewed as the most appropriate means of addressing endemic, obdurate social ills, such as social exclusion, poor health, poverty, and low educational standards.
