Book excerpt: Prepared by the Task Committee on Overtopping Protection of the Hydraulics Division of ASCE. This report summarizes the results of an inventory and evaluation of innovative spillway designs and overtopping protection systems developed to provide cost-effective safety modifications for existing dams. The information in this report, which covers pertinent projects in all stages from initial design through construction and operation, was derived from a literature search and a direct survey of the engineering community involved in dam safety modifications. The report contains a brief review of procedures to be used for assessment of the consequences of dam failure and the associated risks is presented for development of the design flood. This is followed by a discussion of innovative spillway designs and the state of the art in dam overtopping protection alternatives. ForØspillway design, this report especially focuses on the use of labyrinth spillways and fuseplug embankments. For overtopping protection systems, the report assesses roller-compacted concrete and precast concrete blocks for smaller dams and cast-in-place reinforced concrete slabs for larger dams. Nonstructural alternatives such as revised reservoir operating requirements and downstream early warning systems are also addressed.

Hence, the present ICOLD Bulletin 177 supersedes ICOLD Bulletin 126 (‘Roller-compacted concrete dams - State of the art and case histories’, published in 2003) and ICOLD Bulletin 75 (‘Roller-Compacted Concrete for Gravity Dams’ published in 1989). While roller-compacted concrete technology could have still been considered a new technology in 2003, it is now true to say that construction by roller-compaction has become the standard approach for large concrete gravity dams. This Bulletin addresses all aspects of the planning, design, construction and performance of RCC in dams. Mixture proportioning and quality control are discussed and a comprehensive listing of references is included. Many aspects of RCC in dams have become better understood since the publication of Bulletin No 126 and the present Bulletin contains less information on the particular approaches applied in different countries, but includes more comprehensive information particularly in relation to design, mixture proportioning and construction. With greater understanding, it has further been possible to highlight more definitively the requirements of successful RCC dams, as well as the pitfalls and difficulties that can be associated with RCC dam design and construction. Le Bulletin CIGB 177, intitulé « Barrages en Béton Compacté au Rouleau » présente les dernières avancées en matière de technologie du béton compacté au rouleau pour les barrages intégrant les progrès de la technologie BCR pour les barrages au cours des 15 dernières années, depuis que le dernier bulletin sur le sujet a été publié en 2003. Labyrinth weirs, with a repetitive constructional character and an increased specific discharge capacity, are a very good technical-economical compromise. The concept of Piano Key Weir (PKW), with alveoli developed in overhangs from a reduced support area, enables the installation of non-linear crests at the top of concrete dams. As a result it eliminates the main drawback of classical labyrinth weirs, and enables their use to rehabilitate numerous existing dams. Since the first implementation of piano key weirs by Electricité de France on Goulours dam (France) in 2006, at least eight PKWs have been built in France, Vietnam and Switzerland. Their operation over a few years has already provided the first prototype data. Other projects are under study, construction or planning in varied countries. On another hand, research programs are under progress all over the world. Following a first edition in 2011, Labyrinth and Piano Key Weirs II – PKW 2013 collects up-to-date contributions from people with various backgrounds, from engineers and researchers to academics.
