Book excerpt: Following the 1998 terrorist bombings of two U.S. embassies in Africa that resulted in more than 220 deaths and 4,000 injuries, there have been recurring calls to evaluate and realign-or rightsize-the number and location of staff at U.S. embassies and consulates and to consider staff reductions where practical to reduce security vulnerabilities. The administration showed its support for rightsizing in the President's Management Agenda by directing all agencies operating overseas to rightsize their presence. The Office of Management and Budget (0MB) is implementing this rightsizing initiative by analyzing the U.S. overseas presence and reviewing the staffing allocation process. Given the high costs of maintaining more than (30,000 Mexicans and foreign nationals overseas and the events of September 11, 2001, that highlighted the security vulnerability of Americans worldwide, the administration's rightsizing initiative aims to reconfigure U.S. government overseas staff to the minimum number necessary to meet U.S. foreign policy goals. In May 2002, we presented testimony on a framework for determining the appropriate number of staff to be assigned to a U.S. embassies. As you requested, this report presents the framework discussed in our testimony that outlines the key criteria for evaluating the U.S. overseas presence, along with examples of key questions that may be useful in making the right decisions.

In particular, it shows how the management of non-traditional security issues abroad led to the emergence of China's strategy to defend its interests overseas. This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. Protecting China's Interests Overseas also offers an opportunity to rethink how we study and understand Chinese foreign policymaking.

Specific recommendations include: that the Committee commends the Government's encouragement of Overseas Territories in reviewing their constitutions and setting out proposals for reform; that Gibraltar's presence on the UN list of non-self-governing territories is an anachronism; that territory governments should be given the opportunity to pass on their opinions of the candidates for Governor before appointments are made; that the FCO should ensure it takes Overseas Territories' interests into account in its relations with the EU; the Committee recommends that the FCO should strongly encourage all Overseas Territories to introduce freedom of information legislation; that the FCO must ensure that judicial decisions in Overseas Territories should not have any interference either from the Governor or the local government; that discrimination on the basis of sexual orientation or gender status should be made illegal in all Overseas Territories; the Committee believes the Government has been highly negligent in not carrying out a strategic assessment of Overseas Territories funding requirements for conservation and ecosystem managment; that Governors within Overseas Territories should use reserve powers to deal with irregularities, such as money laundering, in offshore financial services (for a related publication, see HCP 4, session 2007-08 NAO: Managing Risk in Overseas Territories). The Committee states that the Government has acted decisively in some Overseas Territories but in some other cases, has been too hands-off (eg. the corruption allegations on the Turks & Caicos Islands). Also that the choice of Governor for a Territory is crucial. Finally, the Committee deplores any retaliatory measures taken against indivduals who have assisted the Committee.
