Book excerpt: Global Partnership on Output-Based Aid (GPOBA), in association with the Water and Sanitation Program (WSP), initiated a study to examine whether OBA has the potential to improve the delivery of public financing to the sanitation sector and improve access to sustainable sanitation services. The first phase of the study consisted of reviewing experience to date with OBA for sanitation and examining the potential for its application. Phase one led to the publication of a GPOBA working paper. During phase two, concept notes are being prepared to identify how OBA approaches could be introduced in a number of sanitation projects or programs that are either ongoing or in the process of being designed. Key questions raised in the study included: What explains such limited use of OBA-financing approaches for sanitation? How can OBA subsidies be delivered to providers of sanitation services? What other components (e.g., support services to small-scale independent providers, micro-finance, etc.) may be required to improve chances of success of OBA schemes for sanitation?

Book excerpt: Output-Based Aid (OBA) ties the disbursement of public funding to the achievement of clearly specified results that directly support improved access to basic services. OBA has emerged as an important way to finance access to basic services, but experience with OBA approaches in the sanitation sector has remained limited and there have been mixed results. Evidence from existing projects suggests that OBA could improve the targeting and efficiency of subsidy delivery, and help to develop and strengthen sanitation providers. OBA subsidies could be packaged to support services along the 'sanitation value chain,' from demand promotion to collection/access, transport, treatment, and disposal/re-use. OBA approaches for sanitation are no panacea, however, and they need to go hand-in-hand with broader reforms in the sanitation sector.

Book excerpt: Developing country governments and the development aid community are acutely aware of the need to find more effective ways to improve basic living conditions for the poor, as traditional approaches of delivering public support have not always led to the results intended. Results-based financing (RBF) instruments, which tie the disbursement of public funding to the achievement of pre-agreed results, are now recognized as one important piece of the aid delivery puzzle. The aim of these instruments is to enhance the effectiveness of public funding. 'Output-Based Aid: Lessons Learned and Best Practices' provides a practical understanding of the experience with output-based aid (OBA), a results-based instrument that is being used to deliver basic infrastructure and social services to the poor, including through public-private partnerships. OBA has been used in the World Bank Group since 2002, including more recently through the Global Partnership on Output-Based Aid, which has a mandate to design and test OBA approaches. The authors of this book analyze nearly 200 OBA projects in water and sanitation, energy, health, roads, telecommunications, and education. The piloting phase of OBA has in general been a success and OBA has demonstrated clear advantages over traditional approaches in terms of efficiently targeting subsidies and mobilizing the private sector to serve poor households that would otherwise go without an improved service. OBA has also demonstrated that monitoring for results is possible if appropriate systems are put in place. It functions as a vision document for those policymakers, researchers and practitioners that are striving towards fundamental reform and improvements within the sanitation sector in both rural and urban populations in all countries of the world. It reviews the global progress being made towards achieving the Millennium Development Goal (MDG) target on sanitation. A literature review is presented on sanitation provision including human health impacts and the estimated costs and benefits of achieving the MDG target. The report also provides a critique in that the UN has not yet introduced the concept of sustainability into the MDG programme in general and in particular into the sanitation sector which is highly dysfunctional and suffering from limited political leadership at both the local and global levels. It introduces the various sustainable sanitation options available and what approaches can be taken to improve sanitation systems – not just toilets which are only a small part of the overall system of food, nutrients and water cycles. The study estimates the numbers of urban and rural households, including slum populations that are being targeted in all world regions. It also evaluates the historic trends in morbidity and mortality linked to diarrhoea arising from lack of functioning sanitation services comparing these to the UN data on sanitation coverage. The report estimates the potential fertiliser replacement capacity that reuse of human excreta can have for all world regions. Finally it provides a vision for future development within the sector where more sustainable options like source separation and reuse are promoted giving positive environmental or “green” impacts but also catalysing greater involvement and understanding on the part of individuals in society.

A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.

Book excerpt: Globally, 2.7 billion people are using onsite sanitation systems, particularly in low income, high density settlements (LIHDS) in urban areas of developing countries. However, treatment technologies to manage the faecal sludge (FS) generated from these systems are often not in place, leading to high risks for environmental and public health. The development of replicable and effective technologies for FS treatment is key in addressing this challenge. This research focused on development of an innovative FS stabilisation technology and addressed key constraints in anaerobic FS treatment: inadequate pathogen inactivation and limitations in biochemical energy recovery. The developed two-stage reactor system consists of an acidogenic reactor fed with mixtures of FS and market waste to facilitate pathogen inactivation, and a subsequent methanogenic plug-flow reactor for enhanced methane production. Due to its potential for application as an off-site FS treatment technology at any scale, receiving any type of faecal matter, collected from different types of sanitary systems, the system provides an option for FS stabilisation for LIHDS. Additionally, the research evaluated the limitations of sanitation provision in LIHDS, and proposes methods for creating an enabling environment for full-scale implementation of onsite systems. The presented results contribute to designing appropriate sanitation interventions in LIHDS.

Chalfin argues that at Tema’s midcentury founding, a prime objective of governing authorities was to cultivate self-contained citizens by means of tightly orchestrated domestic infrastructure and centralized control of bodily excrement to both develop and depoliticize the new nation. Comparing infrastructural innovations across the city, Chalfin excavates how Tema residents pursue novel approaches to urban waste and sanitation built on the ruins of the inherited order, profoundly altering the urban public sphere. Once decreed a private matter to be guaranteed by state authorities, excrement becomes a public issue, collectively managed by private persons. Pushing self-care into public space and extending domestic responsibility for public well-being and bodily outputs, popularly devised waste infrastructures are a decisive arena to make claims, build coalitions, and cultivate status. Confounding high-modernist ideals, excremental infrastructures unlock bodily waste’s diverse political potentials.
