The same approach was used in Germany for the first time in 1992. This book analyses and compares the results from studies carried out in both countries. This comparison allows conclusions to be drawn as to the relevance of certain fields of technology or disciplines - not only for public policy but also for companies. Possible realization goals, constraints on their achievement, the current R&D level of the two nations and the necessity of international co-operation all give hints on tomorrow's technology and its economic and societal impacts.

Available in PDF, EPUB and Kindle. Book excerpt: Institutional and technological change is a highly topical subject. At the theoretical level, there is much debate in the field of institutional economics about the role of technological change in endogenous growth theory. At a practical policy level, arguments rage about how Japan and the Japanese economy should plan for the future. In this book, leading economists and economic historians of Japan examine a range of key issues concerning institutional and technological change in Japan, rigorously using discipline-based tools of analysis, and drawing important conclusions as to how the process of change in these areas actually works. In applying these ideas to Japan, the writers in this volume are focusing on an issue which is currently being much debated in the country itself, and are helping our understanding of the world’s second-largest economy.

Innovations for our Future describes not only the big development trends of the future in research and technology, but also the re-discovery of the Delphi method. The Delphi method is not new, but with further developed methodology it is being used increasingly to take stock of innovative future developments. The book describes results of the widespread national survey of 1998, a German-Japanese comparison, another comparison with the preceding Delphi study as well as its utilization and implementation.

Book excerpt: Although the first Agro-Food products based on modem biotechnology (e. g. recombinant chymosin for cheese production; tomato puree based on genetically engineered tomatoes; herbicide-resistant, genetically modified soybean; insect resistant maize) have been introduced in the EU markets in recent years, the application of this technology is still being intensively discussed in the European Union. Recent opinion polls indicate as well that consumers' acceptance of genetically engineered food and agro-products still is relatively low (e. g. European Commission 1997, Hampel et al. 1997), at least in some member states of the EU. In contrast, representatives from politics and industry underline the necessity to apply modem biotechnology in the Agro-Food sector as well, mainly to ensure the competitiveness of EU agriculture and food industry and for employment reasons. Against this background there seems to be a need for a scientific analysis of the future impacts of modem biotechnology in the Agro-Food sector of the EU. Recent studies trying to analyse this issue (e. g. OECD 1992, Teuber 1992) usually comprise extrapolations of status-quo analyses. What has not been exploited so far in this context are systematic technology forecasting approaches which do not include only one single country, but get information on an international level. Therefore, the impacts of modem biotechnology on the Agro-Food sector in five member countries of the EU (Germany, Greece, Italy, the Netherlands, and Spain) have been analysed with the help of the Delphi methodology which represents one of the most reliable tools for technology forecasting.

Book excerpt: An introduction to the analytic method of "systems of innovation" offering a framework for understanding innovation processes and the production and distribution of knowledge in the economy. The 17 essays present an overview of the theory and conceptual problems, relate systems of innovation to innovation theory, and review the function and dynamics in the application of this new perspective. Luckily, because this is such a new methodology, the editor provides a helpful introduction which explains the genesis and anatomy of different systems of innovation approaches and characterizes them in nine dimensions. Available in PDF, EPUB and Kindle. Book excerpt: The essays in this book examine the role of education and the university in economic development. It is the contention of the contributors that knowledge—ideas and skilled and educated people—are increasingly important for economic development. How to promote inclusive development—the process of development that includes every citizen in any country—has become a wide-ranging puzzle. After framing the problems associated with globally integrated learning processes from the perspective of science and technology policies, the essayists look at the role of the university in the knowledge economy drawing examples from the United States, Japan, and Portugal. They then review the role of innovation in the industrial policies of a variety of countries, look at systems of knowledge creation and diffusion, and conclude with commentary on the roles of public planning and policy in the achievement of sustainable development. This wide-ranging examination of knowledge and development issues will be of value to scholars, researchers, and policy makers involved with economic growth and development.
