Available in PDF, EPUB and Kindle. Book excerpt: This book is an analysis of President Bush's Regional Defense Strategy first unveiled in Aspen, Colorado, on August 2, 1990. This strategy involves a mix of active, reserve, and reconstitutable forces, and General Colin Powell's Base Force. If implemented, the new strategy and force structure would return significant U.S. ground and air forces to the continental United States where most would be demobilized. In the event of a major crisis, the United States would rely on active and reserve forces for a contingency response, much as was done for Operation Desert Storm. The new national security strategy is based upon the 25 percent budget cut negotiated with Congress, a greatly depleted Russian threat, and a new international security environment that assumes two-years' warning of a European-centered global war with the former USSR. There are four major critical factors upon which the new strategy depends: (1) the continued decline of the Russians as a threat to world stability; (2) the ability of the intelligence community to meet new challenges; (3) the behavior of the allies and Congress; and (4) the ability of industry to meet new demands. The new strategy is not simply an adjustment to existing defense doctrine or strategy, but rather a fundamental revision of the way the United States has approached defense since 1945. Students and scholars interested in politico-military strategy and government policy will find this book of great interest.

It provides theory and framework for considering and formulating all state strategy. It is an examination of theory, exploring those aspects of strategy that appear to have a universal application. With the proper environmental assessment and appraisal, it argues key strategic factors can be identified and strategy appropriately formulated in rational expression of ends, ways, and means. This book also demonstrates how to develop and clearly articulate the objectives, concepts, and resources in strategy, as well as how to avoid common errors and pitfalls in strategy formulation. It offers practical tests for determining the validity of a particular strategy and ways in which to articulate risk.

Book excerpt: The post-cold war era presented security challenges that at one level are a continuation of the cold war era; at another level, these phenomena manifested in new forms. Whether the issues of economics and trade, transfer of technologies, challenges of intervention, or humanitarian crisis, the countries of the South (previously pejoratively labelled “Third World” or “developing” countries) have continued to address these challenges within the framework of their capabilities and concerns. The volume explores defence diplomacies, national security challenges and strategies, dynamics of diplomatic manoeuvers and strategic resource management of Latin American, southern African and Asian countries.

Book excerpt: National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Book excerpt: "After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. Our institutional base is in decline and must be rebuilt. Otherwise, the United States risks losing its global influence and critical leadership role. We offer recommendations for organizational change in five key areas: ensuring the security of the American homeland; recapitalizing America's strengths in science and education; redesigning key institutions of the Executive Branch; overhauling the U.S. government's military and civilian personnel systems; and reorganizing Congress's role in national security affairs"--Page xiii.

Book excerpt: In Israeli National Security, Chuck Freilich presents an authoritative analysis of the military, diplomatic, demographic, and societal challenges Israel faces today, to propose a comprehensive and long-term Israeli national security strategy. The heart of the new strategy places greater emphasis on restraint, defense, and diplomacy as means of addressing the challenges Israel faces, along with the military capacity to deter and, if necessary, defeat Israel's adversaries, while also maintaining the resolve of its society. By bringing Israel's most critical debates about the Palestinians, demography, Iran, Hezbollah, Hamas, US relations and nuclear strategy into sharp focus, the strategy Freilich proposes addresses the primary challenges Israel must address in order to chart its national course.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes President Bush's new Regional Defense Strategy--the master plan that will guide the transformation of U.S. defense policy for the post-Cold War era. Most recent books on defense prescribe how U.S. policy ought to change or critique past policies without taking Bush's new strategy into account. This book takes a different approach, providing the first comprehensive assessment of the new Regional Defense Strategy, analyzing the consequences for U.S. forces and alliance relations, and examining the political difficulties of transforming President Bush's vision into reality. It explains major changes in U.S. defense doctrine and strategy, force and command structure, future programming requirements, and the major question of how such a significant change was managed in the United States. Much is new and even radical about the Regional Defense Strategy. Bush has built it around the concept of reconstitution, under which the United States will scrap the forces needed to fight a large-scale conflict and rely on the ability to create new forces if such a conflict looms on the horizon. However, reconstitution will impose demanding requirements on U.S. intelligence and the defense industrial base. Congress will also have an important say over this proposal and the new national security strategy as a whole. So will U.S. allies in Europe and the Far East, some of whom are already moving to recast the strategy's proposals for basing U.S. forces abroad. The primary audience of this book is politico-military strategic planners and those interested in organizational theory, management of change in large organizations, and government policy.

Available in PDF, EPUB and Kindle. Book excerpt: In early 2019, the Islamic Republic of Iran marked its fortieth anniversary, despite decades of isolation, political pressure, sanctions and war. Observers of its security policies continue to try and make sense of this unlikely endurance. Some view the regime as a purely rational actor, whose national security decisions and military affairs are shaped by the same considerations as in other states. Others believe that it is ideology driving Tehran's strategy. Either way, virtually everyone agrees that the mullahs' policies are fundamentally different from those pursued by their monarchical predecessors. No Conquest, No Defeat offers a historically grounded overview of Iranian national security. Tabatabai argues that the Islamic Republic is neither completely rational nor purely ideological. Rather, its national security policy today is largely shaped by its strategic culture, a product of the country's historical experiences of war and peace. As a result, Iranian strategic thinking is perhaps best characterized by its dynamic yet resilient nature, one that is continually evolving. As the Islamic Republic enters its fifth decade, this book sheds new light on Iran's controversial nuclear and missile programs and its involvement in Afghanistan, Iraq, Lebanon, Syria and Yemen.

Available in PDF, EPUB and Kindle. Book excerpt: The New Era in U.S. National Security focuses on the emerging threats of the second decade of the twenty-first century, well after 9/11, and well into the age of globalization. It is a thorough, technically competent survey of the current arena of conflict and the competition for political and economic control by state and non-state actors. Starting with the current national security establishment, it discusses the incompatibility between the threats and the structure organized to meet them. It then looks at the supply chain, including containerization and maritime security as well as cybersecurity, terrorism, and transborder crime networks. The last section of the book focuses on existing industrial and defense policy and the role the private sector can play in national security. Pulling together different areas, such as the logistics of the supply chain, the crime-terrorist nexus, and cyberwarfare, the book describes the landscape of today’s new battlefields. It shows how the logistics of asymmetrical warfare, the rise of the information age, the decline of the importance and effectiveness of national borders, the overdependence on fragile infrastructures, and the global reach of virtual, paramilitary, criminal, and terrorist networks have created new frontlines and adversaries with diverse objectives. This core text for international security, strategy, war studies students is technical yet accessible to the non-specialist. It is a timely and comprehensive study of the realities of national security in the United States today.

Book excerpt: Terrorism and National Security Reform demonstrates that blue-ribbon commissions can be powerful vehicles for policy change, overturning the conventional wisdom that views them only as devices for passing the buck. Jordan Tama explains how the unique political credibility of commissions can enable them to forge bipartisan consensus on tough policy challenges. He also shows that commissions are most valuable during a crisis, when policymakers face pressure to make changes but frequently cannot agree on what to do. Using an original database, case studies, and more than 200 interviews of policymakers and commission participants, Tama reveals how commissions have shaped Barack Obama's plan for ending the Iraq War, spurred the largest government and intelligence overhauls since 1947, and driven many other elements of U.S. counterterrorism policy. In an era of unrelenting partisanship and extreme polarization, this book shows that commissions are increasingly valuable policymaking tools.

Book excerpt: The U.S. Government has recently issued seven major studies that together put forth a comprehensive blueprint for major global changes in U.S. national security strategy, defense plans, and diplomacy. These seven studies are brought together in this illuminating book, which portrays their individual contents and complex interrelationships and evaluates their strengths and shortfalls. It argues that while these studies are well-written, cogently argued, and articulate many valuable innovations for the Department of Defense, Department of State, and other government agencies, all of them leave lingering, controversial issues that require further thinking and analysis as future U.S. national security policy evolves in a changing and dangerous world. For all readers, this book offers a quick, readable way to grasp and critique the many changes now sweeping over the new U.S. approach to global security affairs.
