Available in PDF, EPUB and Kindle. Book excerpt: Both Hands Tied studies the working poor in the United States, focusing in particular on the relation between welfare and low-wage earnings among working mothers. Grounded in the experience of thirty-three women living in Milwaukee and Racine, Wisconsin, it tells the story of their struggle to balance child care and wage-earning in poorly paying and often state-funded jobs with inflexible schedules—and the moments when these jobs failed them and they turned to the state for additional aid. Jane L. Collins and Victoria Mayer here examine the situations of these women in light of the 1996 national Personal Responsibility and Work Opportunity Reconciliation Act and other like-minded reforms—laws that ended the entitlement to welfare for those in need and provided an incentive for them to return to work. Arguing that this reform came at a time of gendered change in the labor force and profound shifts in the responsibilities of family, firms, and the state, Both Hands Tied provides a stark but poignant portrait of how welfare reform afflicted poor, single-parent families, ultimately eroding the participants’ economic rights and affecting their ability to care for themselves and their children.

Available in PDF, EPUB and Kindle. Book excerpt: The term translingual highlights the reality that people always shuttle across languages, communicate in hybrid languages and, thus, enjoy multilingual competence. In the context of migration, transnational economic and cultural relations, digital communication, and globalism, increasing contact is taking place between languages and communities. In these contact zones new genres of writing and new textual conventions are emerging that go beyond traditional dichotomies that treat languages as separated from each other, and texts and writers as determined by one language or the other. Pushing forward a translingual orientation to writing—one that is in tune with the new literacies and communicative practices flowing into writing classrooms and demanding new pedagogies and policies— this volume is structured around five concerns: refining the theoretical premises, learning from community practices, debating the role of code meshed products, identifying new research directions, and developing sound pedagogical applications. These themes are explored by leading scholars from L1 and L2 composition, rhetoric and applied linguistics, education theory and classroom practice, and diverse ethnic rhetorics. Timely and much needed, Literacy as Translingual Practice is essential reading for students, researchers, and practitioners across these fields.

Available in PDF, EPUB and Kindle. Book excerpt: An examination of why government agencies allow environmental injustices to persist. Many state and federal environmental agencies have put in place programs, policies, and practices to redress environmental injustices, and yet these efforts fall short of meeting the principles that environmental justice activists have fought for. In From the Inside Out, Jill Lindsey Harrison offers an account of the bureaucratic culture that hinders regulatory agencies' attempts to reduce environmental injustices. It is now widely accepted that America's poorest communities, communities of color, and Native American communities suffer disproportionate harm from environmental hazards, with higher exposure to pollution and higher incidence of lead poisoning, cancer, asthma, and other diseases linked to environmental ills. And yet, Harrison reports, some regulatory staff view these problems as beyond their agencies' area of concern, requiring too many resources, or see neutrality as demanding “color-blind” administration. Drawing on more than 160 interviews (with interviewees including 89 current or former agency staff members and more than 50 environmental justice activists and others who interact with regulatory agencies) and more than 50 hours of participant observation of agency meetings (both open- and closed-door), Harrison offers a unique account of how bureaucrats resist, undermine, and disparage environmental justice reform—and how environmental justice reformers within the agencies fight back by trying to change regulatory practice and culture from the inside out. Harrison argues that equity, not just aggregated overall improvement, should be a metric for evaluating environmental regulation.

Book excerpt: On March 5, 2007, Daniele Mastrogiacomo, his driver, and his interpreter were captured by the Taliban. His captors threatened to execute him if Italy did not immediately withdraw its troops from Afghanistan. When Italy refused this demand, the driver, twenty-five-year old Sayed Agha, was decapitated before Mastrogiacomo's eyes. A video of this horrifying event was shown around the world, and Mastrogiacomo spent the rest of his time in captivity, convinced that a similar fate would soon befall him. His jail, however, was not a dark room hidden away in some urban periphery, but a kind of open-air prison: to escape detection, his captors dragged him from village to village, through opium plantations, along dusty roads and over rugged mountains, from one end of Afghanistan to the other. It was a captivity that consisted in a continuous and nerve-racking confrontation with a world that bore no resemblance to that which he had ever known. Mastrogiacomo draws from his experience not only a hostage's tale of captivity but also a story that lies at the heart of the eternal human drama: that of a man's encounter with The Other. As brilliantly crafted as a first-rate suspense novel and with the kind of emotional impact associated with the best literary fiction, Mastrogiacomo's story of courage and tenacity in the face of imminent danger is unforgettable.
