In order to make neutrality a model for the West, the Kremlin presented the unique Soviet-Austrian relationship as a good example of peaceful coexistence and a showcase for the benefits a Western state might reap by declaring neutrality. This honor, however, had strings attached: The communist doctrine of neutrality contained obligations that were expected to make it possible to exploit neutral states as instruments of Soviet policy and bring them nearer the socialist bloc. While Austrian leaders were careful to avoid these pitfalls, Soviet interventions in Hungary and Czechoslovakia in 1956 and 1968 and interference into Austria's interpretation of neutral policy could not but deeply affect Austrian policy and the Soviet-Austrian honeymoon.

The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. Cone describes the rise of reform organizations during the controversy in Parliament over John Wilkes, who attempted to blow up Parliament in the 1760s, and he charts the progress of these organizations until they were disbanded, temporarily, after the sedition trials of 1794. Analyzing the goals and accomplishments of the reformers, Cone stresses that they worked for constitutional and civil not social or economic changes. The reformers were, in fact, more interested in restoring ""Anglo-Saxon"" liberties and the benefits of the Glorious Revolution of 1688 than in carrying out the ideas of Rousseau or borrowing from the example of the Paris Commune. If there were foreign influences on the English radicals, these were provided by former American colonists who had used committees of correspondence and constituent assemblies to such good effect against the monarchy. Cone considers the fluctuating fortunes of the reformers. At various times the radicals had important allies in Parliament, like Charles James Fox and William Pitt, and included in their number such accomplished figures as Richard Price, the moral philosopher, and Joseph Priestley, the chemist, as well as dissenting ministers. The ""Jacobins"" achieved their greatest publicity when Tom Paine replied to Edmund Burke's Reflections on the Revolution in France with his own Rights of Man and in the pamphlet war that followed. This intriguing work connects The American Revolution with the British Reform Movement, while documenting an important period in British history.

The heads of state from the United States, the Soviet Union, Britain, and France came together in an attempt at diplomatic dialogue, primarily over the questions of German unification, European security, and nuclear disarmament. Although the summit ended with no tangible results, its ramifications were extensive, and it provided the world with a brief repose from escalating East-West tension. In Cold War Respite twelve scholars writing from several national perspectives investigate in riveting detail how that event—examined only in passing until now—came about, why its “spirit” was so short-lived, and what its subsequent impact was on the development of the cold war. Making use of newly -declassified archives in the United States, France, Britain, and Russia, the authors provide some of the latest research and insights into early cold-war history as they track the crucial period from Stalin’s death in 1953 until the summit. They consider John Foster Dulles’s policy at Geneva and the meeting of the four foreign ministers that followed the summit. As the essayists attest, the psychological effects of the summit were of immense significance to the history of international relations and reveal the complexity and dynamism of foreign affairs during the decades following World War II. While some argue that the series of international crises beginning in 1958 and culminating in 1962 might have been averted if the Geneva conference had been pursued more eagerly, others argue that it is a credit to the summit that those events are studied today as examples of crisis management and not of nuclear war.
