No segundo capítulo, faz-se uma abordagem sobre o Brasil, no que diz respeito: à garantia da proteção da pessoa com deficiência, num país com muitas minorias; às legislações e tratados da pessoa com deficiência, ao direito constitucional; aos direitos fundamentais e à análise de jurisprudência.
