Consisting of both shorter pieces and reprints of entire books, this set restores to circulation a number of key texts from the debate about the future of welfare that took place in Britain following the depression. The collection covers the following areas: The period during which the country felt the full impact of the world depression. A number of solutions were put forward during this time to address the arising issues - in particular the consequences of mass unemployment. The approaches ranged from orthodox Marxism to modified conservatism and "middle opinion" A key feature of the debate was the concept of planning as a device to enable governments to cope with economic and social problems. * A range of different ideas were widely canvassed during the war years. It was considered that successful conduct of war could then be applied to the problems of peace. This set resurrects certain proposals, influential in the climate of the times, which have subsequently dropped out of circulation Early assessments dealing with the implications of Welfare State legislation are also included. Although the implementation of the welfare programme was in effect a bipartisan process it did not take long for doubts to be expressed - some of which were directed at the principles on which the Welfare State was being constructed. Book excerpt: Women workers and the revolutionary origins of the modern welfare state In May 1790, the French National Assembly created spinning workshops (ateliers de filature) for thousands of unemployed women in Paris. These ateliers disclose new aspects of the process which transformed Old Regime charity into revolutionary welfare initiatives characterized by secularization, centralization, and entitlements based on citizenship. This study is the first to examine women and the welfare state in its formative period at a time when modern concepts of human rights were elaborated. In The Origins of the Welfare State, Lisa DiCaprio reveals how the women working in the ateliers, municipal welfare officials, and the national government vied to define the meaning of revolutionary welfare throughout the Revolution. Presenting demands for improved wages and working conditions to a wide array of revolutionary officials, the women workers exercised their rights as "passive citizens" capaciously and shaped the meanings of work, welfare, and citizenship. Book excerpt: Drawing on a variety of materials, including newspapers, legal briefs, political speeches, the art and literature of the time, and letters from thousands of ordinary Americans, Dauber shows that while this long history of government disaster relief has faded from our memory today, it was extremely well known to advocates for an expanded role for the national government in the 1930s, including the Social Security Act. Making this connection required framing the Great Depression as a disaster afflicting citizens though no fault of their own. Dauber argues that the disaster paradigm, though successful in defending the New Deal, would ultimately come back to haunt advocates for social welfare. By not making a more radical case for relief, proponents of the New Deal helped create the weak, uniquely American welfare state we have today - one torn between the desire to come to the aid of those suffering and the deeply rooted suspicion that those in need are responsible for their own deprivation.
