The research was undertaken by the Center for Policy Research of the National Governors' Association.

Book excerpt: Today, approximately half of all American states have lobbying offices in Washington, DC, where governors are also represented by their own national, partisan, and regional associations. Jennifer M. Jensen’s The Governors’ Lobbyists draws on quantitative data, archival research, and more than 100 in-depth interviews to detail the political development of this constellation of advocacy organizations since the early 20th century and investigate the current role of the governors’ lobbyists in the U.S. federal system. First, Jensen analyzes the critical ways in which state offices and governors’ associations promote their interests and, thus, complement other political safeguards of federalism. Next, she considers why, given their apparent power, governors engage lobbyists to serve as advocates and why governors have created both individual state offices and several associations for this advocacy work. Finally, using interest group theory to analyze both material and political costs and benefits, Jensen addresses the question of interest group variation: why, given the fairly clear material benefit a state draws from having a lobbying office in Washington, doesn’t every state have one? This assessment of lobbying efforts by state governments and governors reveals much about role and relative power of states within the U.S. federal system.

Sayers at the beginning of the twentieth century. Now, in an analysis of the Texas governorship by Fred Gantt, Jr., the reader learns why Governor Sayers' remark remains true many years after it was uttered: the office has come to be so demanding that the reader may ask why anyone would want it. Price Daniel described a typical day: "The governor's job is a night-and-day job; I usually get up in the morning about seven and start answering the telephone, and then look over the mail that has come in late the day before. I sign mail before going over to the office and then have interviews most of the day. . . . In the evening at the Mansion I take calls and messages until late in the night." The Chief Executive in Texas is much more than a book full of interesting facts: It is a discerning political commentary built on a broad historical foundation that places events and persons in a perspective perhaps not previously considered by the reader. The office of chief executive in other states also is explored, as well as the decline and rise of executive power as it has been limited in various constitutions in Texas and as it has developed through custom. The account of the governor's relationship with the Legislature is historically valuable. Especially interesting to many readers will be the discussions of the political roles of individual Texas governors, whose ranks include "Ma" and "Pa" Ferguson and "Pappy" O'Daniel. These studies are personally revealing, and they attest that polities in Texas apparently can never be dull.

It has led the government for most of the last six decades, participating either alone or as the dominant force in coalition government. The SAP has also worked closely with trade unions that have organized nearly 85 percent of the labor force, the highest rate among the advanced industrial democracies. Rarely has a political party been so dominant or so closely linked to labor movement. Yet Sweden remains very much a capitolist society with economic and social power firmly in the hands of big capitol.If one wants to know if politics, and most especially if reformist politics, matters - if, that is, political mobilization can change democratic capitolists societies - then Sweden under the Social Democrats is clearly one of the best empirical cases to study.Bo Rothstein uses the Swedish experience to analyze the limits a social democratic government labors under and the possibilities it enjoys in using the state to implement large-scale social change. He examines closely two SAP programs, one a success and the other a failure, that attempted to change social processes deeply embedded in capitolist society. He ties the outcomes of these programs to the structure of the state and hypothesizes that the outcome depends, to a considerable extent, on how administrative apparatuses responsible for implementing each policy are organized. Rothstein concludes that no matter how wisely a reformist policy is designed nor how strong the political party behind it, if the administrative arrangements are faulty, it will fail at the stage of implementation.Rothstein convincingly demonstrates that the democratic capitolist countries of the world have important lessons to learn from the Swedish experience regarding the possibilities for political reform. Political scientists and political reformers alike can learn much from Rothstein's deep knowledge of Swedish government and his innovative model for analyzing political reform in social democratic societies.
