Available in PDF, EPUB and Kindle. Book excerpt: The Cooperative Extension Service, a publicly supported educational agency, is continually struggling to define its proper function and purpose in our changing society. Should its mission be broadly based or narrowly focused? Should staff members be generalists or specialists? Should its clients be primarily rural or urban, farm or nonfarm? What role should Extension play in the information networks of the twenty-first century? Professors Warner and Christenson take a broad look at these and other questions concerning where the Extension Service has been, how well it is doing, and where it ought to go. Theirs is, first, the only comprehensive national survey that looks at the total Extension organization rather than at just one program area. Second, it expresses the viewpoint of Extension clients and the public, rather than that of the organization's staff; and third, it combines outside survey information with data recorded in the Extension Management Information System (EMIS) and other routine agency reports. The authors evaluate, among other things, the extent of public awareness of the agency and its four major program areas (agriculture, home economics, 4-H, and community development), determine the users and nonusers of the programs and the accessibility of programs to the general population, identify the level of satisfaction with existing programs, and outline priorities and policy issues for the future.

Book excerpt: This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems. The reform issues consider the changing roles of the various public, private and non-governmental providers, and highlights the collaboration required to create synergies for more efficient and effective high quality services responding to the needs and demands of smallholder farmers. The modules draw on reform experiences worldwide and provide an introduction, definitions and a discussion for each specific reform measure, as well as case studies, tools, exercises and a reference list. The reform topics are envisaged for policy-makers, management and senior staff of institutions providing agricultural and rural advisory services. It can also be very useful for students studying agriculture, rural development, and extension in particular. This is a substantially updated version of the 2009 publication of the same title, but with only nine modules. These nine modules were restructured and up-dated, and three modules were added. The layout of the modules changed to allow a better overview for the reader.

Book excerpt: Agricultural innovation has played a critical role in the economic transformation of developing East Asian countries over the past half century. The Green Revolution—in the form of modern seed varieties, chemical fertilizers, pesticides, and modern machinery—has contributed to increased crop yields and farm incomes, and decreased poverty across the region. Although policy makers’ traditional focus on expanding and intensifying agricultural production has brought many benefits, the focus on productivity has come at a rising cost. The environmental sustainability of agricultural production is increasingly under threat. Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems. This effort will require a cross-cutting approach, including policy and institutional reforms, improved governance of countries’ agri-food systems, and efforts to build farmers’ and firms’ capacities to adopt new technologies and to innovate.

Book excerpt: This report builds upon FAO’s work promoting gender mainstreaming in extension and advisory services, cataloguing challenges and suggesting strategies for increasing the gender responsiveness of rural advisory services globally. [Author] The purpose of this review is to apply FAO’s accumulated knowledge about gender equality in the context of rural advisory services to assess the situation in the Europe and Central Asia region. [Author] The report provides a snapshot of the extent to which gender considerations are currently integrated into rural advisory services in the region and highlights good practices that are in line with FAO’s gender equality strategies. [Author] The report concludes with recommendations for FAO, partner organizations and stakeholders in the fields of agricultural extension and rural advisory services, on how to further improve such services to extend their reach to rural women and men who have previously had limited or no access. [Author] This process requires moving away from gender‑neutral service provision, which often results in the exclusion of women, towards transformative extension and rural advisory services that challenge unequal gender relations and address underlying discriminatory norms and practices. Book excerpt: Synthesizes the empirical literature on organizationalstructuring to answer the question of how organizations structure themselves --how they resolve needed coordination and division of labor. Organizationalstructuring is defined as the sum total of the ways in which an organizationdivides and coordinates its labor into distinct tasks. Further analysis of theresearch literature is neededin order to builda conceptualframework that will fill in the significant gap left by not connecting adescription of structure to its context: how an organization actuallyfunctions. The results of the synthesis are five basic configurations (the SimpleStructure, the Machine Bureaucracy, the Professional Bureaucracy, theDivisionalized Form, and the Adhocracy) that serve as the fundamental elementsof structure in an organization. Five basic parts of the contemporaryorganization (the operating core, the strategic apex, the middle line, thetechnostructure, and the support staff), and five theories of how it functions(i.e., as a system characterized by formal authority, regulated flows, informalcommunication, work constellations, and ad hoc decision processes) aretheorized. Organizations function in complex and varying ways, due to differing flows -including flows of authority, work material, information, and decisionprocesses. These flows depend on the age, size, and environment of theorganization; additionally, technology plays a key role because of itsimportance in structuring the operating core. Finally, design parameters aredescribed - based on the above five basic parts and five theories - that areused as a means of coordination and division of labor in designingorganizational structures, in order to establish stable patterns of behavior.(CJC).
