The purpose of this manual is to provide guidance to analysts who prepare or review economic analyses (EA) in support of the decision making process. Increasing the quality of EA's should increase the likelihood of project approval. This manual provides a basic framework for implementing the policies of EA concepts, methods, and procedures. This manual provides detailed guidance for preparing an EA. It addresses EA terminology, the EA process, and overall policy. Chapter 1 is an introduction to economic alalyses Chapter 2 provides a basic definition of EA and the EA process. Each step in the process is explained in detail. Chapter 3 discusses cost estimating methods, data collection and analysis, and estimating considerations. Chapter 4 defines the types of benefits, and shows methods of identifying, quantifying, and evaluating benefits. Chapter 5 identifies methods for comparing alternatives in an EA and developing economic indicators for a system or project. Chapter 6 describes techniques and considerations for the handling of sensitivity, risk and uncertainty. Chapter 7 discusses the proper methods of documenting an EA and provides a checklist for documentation. Chapter 8 provides special guidance on preparation and approval of EAs for Major Command, Control, Communications and Computer/Information Technology (C4/IT) Systems. Appendices provide additional details on special topics, including the required cost cell structure and cost element definitions for C4/IT System EA's, examples of EA quantitative methods, an EA example which illustrates common EA techniques and documentation methods, and a listing of economic analysis- related web sites.

Book excerpt: The purpose of this paper is to provide an understanding of the assumptions made and the procedures used to estimate the cost of divisions in today's Army. This force costing exercise was the result of a tasking the US Army Cost and Economic Analysis Center (USACEAC), Force Cost and Data Base Division received from the Deputy Chief of Staff for Operations and Plans (DCSOPS). We were asked to provide, as a part of the Light Corps Capability Analysis (LCCA), comparative one time and annual recurring costs for the current Modified Table of Organization and Equipment (MTOE) and proposed Army of Excellence (AOE) airborne and air assault divisional designs. In order to perform this cost exercise, three basic items were needed. They were a list of the units, by Standard Requirement Code (SRC) or Unit Identification Code (UIC), which made up each of the divisions, a current Training and Doctrine Command (TRADOC) Table of Organization and Equipment (TOE) tape containing all of the SRCs, and the Force Cost Information System (FCIS). The Office of the Deputy Chief of Staff for Operations and Plans (ODCSOPS) was responsible for preparing the lists of units and when a unit was undefined, providing an acceptable substitute. The TOE tape, which defines all the units in the Army in terms of people and equipment, was specially prepared by TRADOC to include as many of the units in the four divisions as they had data on and sent to the US Army Management System Support Agency (USAMSSA) for inclusion in the FCIS.

Book excerpt: Activity-Based Costing (ABC) does not appear to have been as readily accepted within the Department of the Army as within private industry (Kehoe et al., 1995). Barely able to accomplish their missions at current resource levels, military resource managers know historically that identified efficiencies and savings often are translated into self inflicted budget and manpower cuts. Yet, it is almost universally accepted that the benefits of using Activity-Based Costing are real and obtainable, but not yet worth the effort required with the perceived risk being taken. Current conventional wisdom is for Army Resource Managers to wait and see what benefits and fates come to those who pioneer ABC. The US Army Cost and Economic Analysis Center (CEAC) had been charged with the role of establishing policy for ABC within the Army. Wanting to base policy on successful applications, their first task is to define Army ABC, and then to find such initiatives from which to draw from. The purpose of this thesis is to find Activity-Based Costing practices within the US Army, and then to use them to discover the major dimensions of ABC in the Army environment. This research found that the home of Activity-Based Costing is in the Army Major Commands and their subcommands. Within these commands there is much interest in ABC, but efforts are stymied by lack of policy and widespread knowledge of ABC principles. Training is perceived not as individual, but as an organizational need. Base Operations was identified as the area most suitable for ABC, while combat units the least. Overall ABC is generally considered to be a positive tool which can be employed to help leadership better manage their operations and resources.

The basis of this change is adoption of commercial best practices to support the Army's goal to organize. tram. equip, and manage multiple missions in the most cost effective manner. This thesis describes how the U.S. Army and four commercial businesses (FEDEX, Boeing Commercial Airplanes, Lockheed Martin, and a Communications Systems Company) manage life-cycle costs (LCC) for the equipment they use to manufacture products or to provide services. The research analyzes how the U.S. Army compares to these commercial businesses and how they are organized to perform the key functions of acquisition and sourcing, and operations and sustainment, to provide quality products or services to their customers while controlling total life-cycle costs of the capital equipment they use to provide their product or service. The thesis concludes with recommendations on how the U.S. Army can best organize and focus to better manage the total life-cycle costs of the equipment they purchase to complete their mission.
