Development of the latent wealth of the remainder, with its resultant effect upon the entire State, thus waits on immigration. Knowledge of the opportunities thus afforded, together with definite and accurate information of what Oregon farmers are now doing on these lands, should serve to attract the attention both of investors and settlers. The object of the survey was to obtain such information; the purpose of this bulletin is to present the information thus obtained in a plain state ment of facts without the glittering generalities of the average advertising pamphlet. Provision for this work was made by the twenty-sixth Legislative Assembly by an appropriation of for statistical research by the Bureau of Statistics in connection with the publicity work of the State Immigration Commission. Herrin, June the 14th, 1910, at Corvallis Oregon, During the Quarter Centennial Jubilee Exercises of Oregon Agricultural College Therefore, though we find it difficult or even impossible adequately to define public opinion, that need not blind us to its importance nor to the tremendous part it plays and has always played in shaping our institutions and in determining the form of our government. Though we may not say pre cisely what public opinion is, I think we can say with some degree of positiveness what it is not. It is not, and never was, what is said or done by the frenzied mob, and whether the mob is a small isolated group of men acting under the stress of great excitement. Or is an entire community in the passing grip of the mob - spirit, our conclusion must be the same: that what is done or prompted by the mobspirit can in no proper sense of the term be said to be a manifestation of public opinion. We may then say that public opinion is the opposite of the spirit which controls the mob or goes with any excitable, passionateaction. I would say that the true public opinion of a people is and must be the result of their serious, deliberate thought. Therefore, public opinion, in the sense in which I use the term, is the deliberate and reasoned judgment of the community. The office of superintendent of public instruction in this state is hereby declared to be a separate and distinct office, and the present incumbent of said office shall hold the same during the term for which he has been elected, and until his successor is duly elected and qualified. [0. L., 4915.] 2. Election and Salary of Superintendent. A superintendent of public instruction shall be elected at the general election of the year 1902. and every four years thereafter, and shall qualify and enter upon the duties of his office on the second Monday of January, following his election. He shall receive an annual salary of $4,000, payable by the state, as the salaries of other state officers are paid. [O. L., 4916; Laws 1921, Chap. 137, Sec. 1.] 3. Office of Superintendent. He shall be provided with an office at the state capitol, furnished with the necessary stationery, lights, fuel, etc., to be paid for by the state as the expenses of other state officers are paid. [O. L., 4917.] 4. Duties of Superintendent. 1. It shall be the duty of the superintendent of public instruction to exercise a general superintendence of the county and district school officers and the public schools of this state. 2. He shall visit, as far as practicable, every county in the state, annually, in the interest of education. 3. He shall attend county institutes within the state and educational meetings out of the state when practicable, and shall assist in the organization and development of institute work in each county; he shall visit, as often as practicable, the principal schools of the state for the purpose of inspection and supervision; and he shall also keep statistics of the condition of schools, buildings, appurtenances, apparatus, libraries, the conduct and standing of pupils, method of instruction, and the discipline and government of schools, etc. 4. He shall visit in person, when practicable, all the chartered educational institutions of the state, and shall secure such statistical information relative to number of students, teachers, value of property, libraries, salaries, and courses of study, as he may deem advisable for the advancement of education and for the information of the legislature.
