Book excerpt: The second International Conference on Trends in Quantum Electron ics (TQE'85) was held in Bucharest at the National Centre for Physics in September 1985, and brought together more than 350 scientists from 22 countries. In accordance with the objectives established at the first conference, which was held in 1982 in conjunction with the third International Summer School in Coherent Optics, the second conference con centrated upon the central topics and chief directions of development in quantum electronics - which stands out as an area of science and technology that is currently expanding vigorously. On the other hand, it was also apparent that TQE'85 was primarily influenced by the worldwide celebration, in 1985, of the 25th anniversary of the laser - a moment of prime importance in the development of many frontline fields, including communications, chemistry, biology, health care and materials processing. A special session was devoted to this anniversary. In keeping with the dynamic spirit of the conference, the fine quality of the invited lectures and the other contributions set a high scientific standard for the proceedings. Mention should be made of the posters that were presented throughout the conference. These, together with the exhibition of books and journals and a display of specialized scientific equipment, did much to create a framework for effective communication and stimulating interaction, to the benefit of all the participants. Of invaluable help in the preparation of the conference was the collaboration of the International Scientific Advisory Committee.

Advanced Research Insti tute on Nonequilibrium Processes in Partially Ionized Gases was held at Acquafredda di Maratea during 4-17 June 1989. The Institute considered the interconnections between scattering and transport theories and modeling of nonequilibrium systems generated by electrical discharges, emphasizing the importance of microscopic processes in affecting the bulk properties of plasmas. The book tries to reproduce these lines. In particular several contributions describe scattering cross sections involving electrons interacting with atoms and molecules in both ground and excited states (from theoretical and experimental point of view), of energy transfer processes as well as reactive ones involving excited molecules colliding with atoms and molecules as well as with metallic surfaces. Other contributions deal with the basis of transport theories (Boltzmann and Monte Carlo methods) for describing the bulk properties of non equilibrium plasmas as well as with the modeling of complicated systems emphasizing in particular the strong coupling between the Boltzmann equation and excited state kinetics. Finally the book contains several contributions describing applications in different fields such as Excimer Lasers, Negative Ion Production, RF Discharges, Plasma Chemistry, Atmospheric Processes and Physics of Lamps. Yet, it seems that the invited and contributed papers presented at the Symposium were equally attractive so that most of the participants attended most sessions, resisting the temptations outside the session hall. This volume is a compi lation of 19 invited and 61 contributed papers and of a panel discussion on the prospects for short wavelength chemical lasers held at the closing session of the Symposium. Valuable reading for graduate and PhD physics students, and a reference for researchers in low-temperature ionized gases-plasma processing, edge region fusion plasma physics, and atmospheric plasmas.
