Book excerpt: Pakistan’s economic crisis is one of the main sources of its instability, but government and donor efforts to stabilize and grow its economy have so far been inadequate. One of the barriers to investing in Pakistan’s private sector has been the perceptions of risk due to insecurity and corruption. This report suggests that opportunities for economic cooperation are hidden among those real risks. It reviews a number of sectors, focusing on small and medium-size enterprises, where foreign investors might find opportunities for joint ventures and investments, including the stock market, financial services, information and communication technologies, agriculture, consumer goods, and private education. Prospects for growth in these sectors derive from Pakistan’s large and growing population, consumer spending trends, and other comparative advantages. This report should be treated not as a guide to investing but as a study of where U.S.-Pakistan policy dialogues might focus on connecting investors with entrepreneurs.

About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. Book excerpt: Providing a non-technical understanding of weak economic growth and performance of the public sector in Pakistan relative to that of peer countries, this book serves as an interesting introduction to policymakers, journ alists, and civil society organizations interested in carrying out research and advocacy work towards improving economic governance in the country. Delving one step ahead from recent literature on Pakistan's economy, the author focuses on why reform of institutions dealing with economic policy regulation and management is imperative, while simultaneously identifying pending structural reforms that Pakistan's economy could pursue for inclusive growth and social justice. Exploring the fragmented structure of tax revenue mobilization, public expenditure management, energy governance, trade and transit framework, and the labour market, this book serves as an important resource for readers wishing to have an understanding of economic challenges and reform options.

Using annual data for the period 1973/74-1991/92, it is estimated that private investment was positively correlated to GDP growth, to credit extended to the private sector, and to government investment. When government investment is disaggregated into its infrastructural and noninfrastructural components, the latter is found to be negatively correlated with private investment.

Available in PDF, EPUB and Kindle. Book excerpt: Public spending on infrastructure plays an important role in promoting economic growth and poverty alleviation. Empirical studies unequivocally show that under-investment in infrastructure limit economic growth. At the same time, numerous other studies have shown that investment in infrastructure can be a highly effective tool in fighting poverty reduction1. In that context, the financing of infrastructure has been a critical element of most economic growth and poverty reduction strategies in developing countries, since the start of this millennium. This book provides a comparative analysis of the aggregate and sectoral implications of higher spending on infrastructure in three very different Asian countries: China, Pakistan, and the Philippines. Particular attention is paid to the role of alternative financing mechanisms for increasing public infrastructure investment, namely distortionary and non-distortionary means of financing. The book will be of interest to scholars and policy-makers concerned with economic growth in developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1950s Pakistan was generally considered to be a country that would remain among the poorest in the world, but economic development in the decade to follow exceeded all expectations. Gustav Papanek, in the first thorough analysis of this achievement, shows how Pakistan, partly by design and partly by accident, arrived at a successful blend of private initiative and government intervention in the economy. This book, which includes the only comprehensive industrial survey of an underdeveloped country, sheds considerable light on the problems facing nations in similar circumstances.

Book excerpt: This paper looks at the private schooling sector in Pakistan, a country that is seriously behind schedule in achieving the Millennium Development Goals. Using new data, the authors document the phenomenal rise of the private sector in Pakistan and show that an increasing segment of children enrolled in private schools are from rural areas and from middle-class and poorer families. The key element in their rise is their low fees-the average fee of a rural private school in Pakistan is less than a dime a day (Rs.6). They hire predominantly local, female, and moderately educated teachers who have limited alternative opportunities outside the village. Hiring these teachers at low cost allows the savings to be passed on to parents through low fees. This mechanism-the need to hire teachers with a certain demographic profile so that salary costs are minimized-defines the possibility of private schools: where they arise, fees are low. It also defines their limits. Private schools are horizontally constrained in that they arise in villages where there is a pool of secondary educated women. They are also vertically constrained in that they are unlikely to cater to the secondary levels in rural areas, at least until there is an increase in the supply of potential teachers with the required skills and educational levels.

Book excerpt: This paper assesses the additional spending required to make substantial progress towards achieving the SDGs in Pakistan. We focus on critical areas of human (education and health) and physical (electricity, roads, and water and sanitation) capital. For each sector, we document the progress to date, assess where Pakistan stands relative to its peers, highlight key challenges, and estimate the additional spending required to make substantial progress. The estimates for the additional spending are derived using the IMF SDG costing methodology. We find that to achieve the SDGs in these sectors would require additional annual spending of about 16 percent of GDP in 2030 from the public and private sectors combined.
