Novelty is always a question of degree. Readers of Wells "Outline of History" need not be told that the whole recorded history of the race is new compared with the uncounted geological eras that preceded it. Visitors to Great Britain know that the "New Forest" is still called new in that once conservative country, although it was established by William the Conqueror, so that the word new in that case means over 800 years old. I will therefore not hint that the ladies, whose literary skill and judgment are so manifest in all of their publications, have made an inaccurate statement regarding the novelty of civil service reform. I will merely interpret their phrase by saying that the official recognition of this reform in our country is now fifty years old; that the political principles on which it is based were recognized by all of our earlier presidents and are 130 years old; while its ethical standards go back to the decalogue, since any one who accepts a salary to serve the general public and who consciously uses his time and the labor of his subordinates to promote the interest of a faction, is not scrupulously observing the spirit of the eighth commandment, while the hungry place hunters are clearly violating the tenth. It is, however, true that the decalogue, or at least the observance of it, is new to some people. Indeed, we have become acquainted in the course of our civil service fight with some influential Connecticut tories so conservative that the ninth commandment seems to them an irritating and radical innovation. On no other theory can I account for their persistency in bearing false witness even after the truth has been brought to their attention. I regret that the limitations of time force me to a considerable condensation. If I were a scenario writer and if this lecture were to be popularized by reproduction in movie form, I should throw upon the screen a series of pictures representing the early presidents of the United States, from George Washington to John Quincy Adams, as observers of the principle of appointment for merit. Tenure of office, entirely dependent upon political preference, offered no inducement for civilians to make a study of conditions when to-morrow might see another party voted into power, and themselves displaced. It is obvious that this system invited the low ideals and loose ethics typically voiced in the notorious sentiment attributed to President Jackson, To the victor belong the spoils. With a strange patience our people endured the spoils system for one hundred years. During this time a healthy agitation for reform began to make itself felt, reaching fruition in 1883. Congress heard the demand and passed what is known as the Civil Service Act. This act with the amendments that followed - provided for the classification of executive positions, and assured reasonable permanence in office to the main body of workers. The Appendix possesses much historical value, for it contains pertinent quotations from the works of many contemporary and recent statesmen not quoted in the body of the book. The warning of Storey and Washington (pages 225, 226) concern ing the dangers of party Spirit, should be read and heeded by every American. Parties, when they strive solely for principle, are the life of a nation; but when they strive solely for pelf, patronage, and power, they are its death. Even corrupt party leaders may destroy a republic; sometimes even ambitious leaders may do so. Did a nation ever make a narrower escape than did our own during the slaveholders' rebellion? Who but ambitious party leaders caused that rebellion? Some truthful words concerning the crime of buying and selling votes have been added to page 52. This evil cannot be too soon remedied. Voters should be educated up to a higher standard. The American who acknowledges any man as his political boss, at the polls or elsewhere, disgraces the name American. Independent voting and an educational test for voters are what is wanted. The man who can not both read and write the English language, should not be allowed to vote. This would supersede the necessity for the so-called Force Bill, for the rule would apply to blacks as well as whites. A few words concerning the crime of business men neglecting to vote would be an important supplement to page 52. The subject of civil service reform is still one of the greatest issues of the' day. The Christian Register (boston) truly says: We are yet on the threshold of this the most important reformation in American political history. Other newspapers have testified to the same effect, extracts from a few of which appear on page 240. There is much work yet to be done. But the outlook is hopeful. If civil service reformers are as vigilant in the future as they have been in the past, ultimate victory is assured. A people who have the intelligence to discover their mistakes and the courage to correct them, are capable of self-government; otherwise they are not.
