The battle was fought during a critical phase of World War II, over an island whose strategic significance would become manifest during the war’s closing months. The Japanese correctly believed that losing Saipan would mean the beginning of the end for the Empire. The study determines that the role of air power was critical in protecting the amphibious force, defeating the Japanese fleet, decimating land-based Japanese air forces, and supporting the troops on the ground. Air power at Saipan created an environment which made an American victory inevitable. The study examines the assets available and their effectiveness in various types of air support employed at Saipan, and looks at joint air employment. It concludes that anti-air combat and airfield interdiction were highly successful, while fleet action and close air support were moderately successful. It examines factors involved and the results produced. It concludes that joint operations were conducted, but that these were operations of coexistence rather than real coordination.

Book excerpt: On November 20, 1943, the U.S. military invaded the Tarawa Atoll of the Gilbert Islands as part of the first American offensive in the Central Pacific region during World War II. This invasion marked more than one first, as it was also the introductory test of a doctrine developed during the interwar years to address problems inherent in situations in which amphibious assaults required support by naval gunfire rather than land-based artillery. In this detailed study, Donald K. Mitchener documents and analyzes the prewar development of this doctrine as well as its application and evolution between the years 1943–1945. Even though the concepts were not recognized, the intellectual process permeated the officer education system prior to World War II. This monograph looks at the question in more detail, by testing the extent to which planners within CENPAC used the elements of operational design in the Marianas Campaign, including end state and objectives, effects, center(s) of gravity, decisive points, direct and indirect action, lines of operation, operational reach, simultaneity and depth, timing and tempo, leverage, balance, anticipation, culmination, and arranging operations. The implication of this study is that as current doctrine evolves, the development, education, and execution of operational concepts in the World War II era continue to be useful.

Instead of comparing and contrasting doctrines from the Second World War, this monograph appraises Lieutenant General Holland Smith’s effectiveness as a corps level commander and the factors influencing his decision to relieve Major General Ralph Smith using today’s doctrinal combat power assessment from the Army’s Operations, FM 3-0 Change 1...This monograph evaluates the justifications based on today’s standards of combat power analysis, focusing on only three of the eight elements of combat power: military intelligence, mission command, and leadership. The flawed military intelligence assessment of the enemy’s strengths and capabilities at two pieces of key terrain, the unclear operational orders in the midst of battlefield friction, and the underappreciated leadership abilities of Ralph Smith all contributed to Holland Smith’s reasoning for relieving the Army division commander. In viewing the relief through the elements of today’s combat power application, Holland Smith’s decision appears premature and the justifications that Ralph Smith disregarded orders and lacked leadership are not fully substantiated when weighed against this monograph’s methodology.
