Book excerpt: Based on the assessments made herein, this monograph recommends embracing the European Union's (EU) Common Security and Defense Policy (CSDP). This recommendation is based on the following key findings:* The new security environment increasingly requires cooperation between allies to address emerging security threats;* A militarily stronger Europe that carries a greater share of global responsibility is an important asset for U.S. foreign policy;* The EU's CSDP has the potential to deliver the political will needed for a militarily more proactive Europe;* The EU's CSDP may thus be critical to overcoming the recognized stagnation in capability improvements and mobilizing serious European capabilities development.To be successful, practical steps that entail shifts in U.S. thinking as well as organization are required. First, establish the necessary capacities to strengthen the U.S. understanding of the EU's CSDP in order to overcome existing blind spots and gain a deeper understanding of the CSDP. This may require organizational changes in U.S. embassies in Europe, as well as U.S. Missions to the North Atlantic Treaty Organization (NATO) and the EU, in order to better identify, track, and decide whether and how to seek to influence the CSDP.Second, encourage European members to focus on increasing their defense budgets. Moreover, emphax size the need for more efficient defense spending in Europe through cooperation and pooling of assets. Concretely, this could be undertaken by improving the relationship between NATO and the European Defense Agency (EDA).Third, emphasize European responsibility for crises occurring on Europe's periphery. This would encourage a sense of ownership of crisis response and help Europeans undertake the critical steps needed to address existing capability shortfalls. Fourth, seek to improve the relationship between NATO and the EU. At the same time accept that Europe needs to have the necessary structures to act autonomously, including a limited permanent planning capacity outside NATO.Fifth, support the development of a common U.S.-EU framework for stability operations, including doctrine and training. This would allow for increased, but less ad hoc, coordination between the United States and the EU in the field, and encourage a sharing of lessons learned.

Book excerpt: This book offers an in-depth study on the deployment of military operations in the framework of the European Union’s Common Security and Defence Policy (ESDP/CSDP). While existing studies of the subject are either descriptive or focused on a single level of analysis, this book incorporates factors from three different levels of analysis to explain the deployment of ESDP military operations. First, the international level, where the emergence of events that threaten certain values held dear by EU member states, catalyses the process leading to an operation; second, the national level, where the member states formulate their initial national preferences towards a prospective deployment based on national utility expectations; and third, the EU level, where the member states come to negotiate and seek compromises to accommodate their different national preferences towards a deployment. The strength of this multi-level collective action approach is demonstrated by four in-depth military case studies, which analyse the preference formation of France, Germany, and the UK towards the deployments of Operation Althea in Bosnia and Herzegovina, Operation Artemis and EUFOR RD Congo in the Democratic Republic of the Congo (DRC), and Operation Atalanta off the coast of Somalia, respectively. The author draws on a wealth of primary sources, including over 50 semi-structured interviews conducted with national and EU officials during 2011-15, and provides an up-to-date overview and critique of the existing theoretical literature on the deployment of ESDP/CSDP military operations. This book will be of much interest to students of European security, EU politics, military and strategic studies, and International Relations in general.

Book excerpt: 2009 marked not only the tenth anniversary of the European Security and Defence Policy (ESPD), but also the beginning of a new era with the entry into force of the Lisbon Treaty, creating a new impetus for the external action of the EU. 'Ten years ago, ESDP was an aspiration; today, it is a reality on the ground', Javier Solana, the High Representative for the Common Foreign and Security Policy, remarked shortly before the end of his mandate. This is amply demonstrated by the important initiatives undertaken by the Union during the past year, whether in deploying operations in Africa (the military operation EUFOR Tchad/RCA), in Afghanistan (EUPOL Afghanistan), a mission tackling piracy at sea (EU NAVFOR, the EU's first maritime operation), or addressing the issue of capabilities through the efforts made by the European Defence Agency and by the Commission to promote synergies and complementarities. Today Europe, through its Common Foreign and Security Policy (CFSP), makes a significant contribution to peacekeeping and international security. However, in order to be able to meet European and international expectations, the Union needs to further improve the efficiency and coherence of its external action. It is therefore vitally important to reinforce solidarity between the Member States, so that the Union can play an even more important role on the world stage in the next ten years. The entry into force of the Lisbon Treaty should allow us to optimise the instruments at our disposal, notably through the European External Action Service headed by Catherine Ashton, who on 1 December 2009 was appointed High Representative of the Union for Foreign Affairs and Security Policy.
