The base case cost analysis used was explained inearlier editions, but variations remain as much the same as possible. Otherfactors taken into account are wage scales, payload types, equipment configurations, traffic conditions, topography and climate. Analyses werealso done for seasonality, interrelationship of costs to payload and interrelationship of costs to trip length. Issues addressed include fuelconservation technology, lease operator operation, and use oftrailer-on-flat-car technology.
