Available in PDF, EPUB and Kindle. Book excerpt: How do governments make key decisions on vital economic questions of national importance? Can they advance the national interest on issues that are highly politicized? How do they respond to competing pressures from the international and domestic environments? Forming Economic Policy explores these and other questions in Canada and Mexico, two very different countries which share a common vulnerability to the world economy. Using the case of energy, the book argues that policymakers will address the national interest, but only episodically with the onset of major national crises that invoke a higher and sustained sense of national priorities. These crises are frequently induced by the interaction of domestic and foreign political and economic forces. The conclusions are surprising. Despite profound political and economic differences between these two countries, policymakers have behaved in remarkably similar ways when arriving at key policy decisions. The explanation – which integrates two competing views of politics, the pluralist and the statist – has important implications with regard to the political processes in those states which, like Canada and Mexico, are exposed to the world economy and face problems of political legitimacy at home. Forming Economic Policy will appeal to students and teachers of political economy and comparative politics as well as to those interested in the politics of energy policy.

Book excerpt: Canada and the United States exchange the world's highest level of bilateral trade, valued at $1.4 billion a day. Two-thirds of this trade travels on trucks. Heavy Traffic examines the way in which the regulatory reform of American and Canadian trucking, coupled with free trade, has internationalized this vital industry. Before deregulation, restrictive entry rules had fostered two separate national highway transportation markets, and most international traffic had to be exchanged at the border. When the United States deregulated first, the imbalance between its opened market and Canada's still-restricted one produced a surprisingly difficult bilateral dispute. American deregulation was motivated by domestic incentives, but the subsequent Canadian deregulation blended domestic incentives with transborder rate comparisons and concerns about trade competitiveness. Daniel Madar shows that deregulation created a de facto regime of free trade in trucking services. Removing regulatory barriers has enabled Canadian and American carriers to follow the expansion of transborder traffic that began with the Canada-US Free Trade Agreement and continues with NAFTA. The services available with deregulated trucking have also supported sweeping changes in industrial logistics. As transborder traffic has surged, the two countries' carriers -- from billion-dollar corporations to family firms -- have exploited the latitude provided by deregulation. This book is a valuable contribution to our understanding of the policy processes and economic conditions that led to trucking deregulation. As a study in public policy formation and the international effects of reform, it will be of interest to students and scholars of political economy, international relations, and transportation.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last fifty years, Canada's public schools have been absorbed into a modern education system that functions much like Max Weber's infamous iron cage. Crying out for democratic school-level reform, the system is now a centralized, bureaucratic fortress that, every year, becomes softer on standards for students, less accessible to parents, further out of touch with communities, and surprisingly unresponsive to classroom teachers. Exploring the nature of the Canadian education order in all its dimensions, The State of the System explains how public schools came to be so bureaucratic, confronts the critical issues facing kindergarten to grade 12 public schools in all ten provinces, and addresses the need for systemic reform. Going beyond a diagnosis of the stresses, strains, and ills present in the system, Paul Bennett proposes a bold plan to re-engineer schools on a more human scale as the first step in truly reforming public education. In place of school consolidation and managerialism, one-size-fits-all uniformity, limited school choice, and the "success-for-all" curriculum, Bennett advocates for a new set of priorities: decentralize school governance, deprogram education ministries and school districts, listen to parents and teachers, and revitalize local education democracy. Tackling the thorny issues besetting contemporary school systems in Canada, The State of the System issues a clarion call for more responsive, engaged, and accountable public schools.

Available in PDF, EPUB and Kindle. Book excerpt: The governing and financing of public education is everywhere a complex undertaking. The 1960s was for Ontario a vital decade in education, when the structure of local school boards, provincial and federal financing and control, the provision of academic and vocational systems, and the Department of Education itself were all reconsidered and changed to attain greater efficiency and opportunity throughout the province. This is a detailed case study in intergovernmental relations focusing on provincial-local relations in education. It offers a perceptive insight into the nature of the political system in Ontario by presenting a clear and straightforward analysis of the formulation, content, and impact of provincial policy upon the provision of public education by local school boards. The text is divided into five parts. The first part is an analysis of the provincial-local context within which the policies of the provincial government were developed. The second deals with the Ontario Foundation Tax Plan, a programme of grants from the province to the school boards. Part III is an analysis of two policies developed in a federal-provincial context: capital grants for the construction of vocational schools and the Ontario Education Capital Aid Corporation. Part IV examines three policies affecting the structure of educational government in Ontario: the consolidation of school districts in 1965, the reorganization of the Department of Education, and the further consolidation of school districts in 1969 into county units. In knitting together the highlights of the study, Part V pays special attention to the complex but revealing interrelationship between problems, policies, and the intergovernmental political system of Ontario, and shows how problems were resolved, ameliorated, or even exaggerated by the combined effect of the provincial and federal-provincial programmes. The focus then shifts to the years 1969 and 1970 to demonstrate the changed nature of provincial policy emerging from within an apparently changed context of provincial-local relations. Throughout the study the author`s detailed knowledge and thorough understanding of the policies and processes of the educational system are evident. He presents a mine of statistical information combined with a remarkably keen and concise analysis of the administrative process. This study will be of great interest to educators, administrators, and students of intergovernmental relations.
