Available in PDF, EPUB and Kindle. Book excerpt: In this timely book Milton J. Esman surveys a recurrent and seemingly intractable factor in the politics of nations: ethnicity. As the author notes, virtually no contemporary nation-state is ethnically homogeneous. Most address the political effects of domestic ethnic difference, and many fail in the attempt—with devastatingly violent results.Esman focuses on ethnic mobilization and the management of conflict, on the ways ethnic groups prepare for political combat, and on measures that can moderate or control ethnic disputes, whether peaceful or violent.Opening with a broad synopsis of current understandings of ethnicity and its varying political salience, he illustrates his theories by analyzing experiences in South Africa, Israel-Palestine, Canada-Quebec, and Malaysia. He also outlines the political issues and dilemmas, transnational as well as domestic, caused by the vast labor migrations of Mexicans to the United States, North Africans to France, Turks to Germany, and Koreans to Japan. Can economic growth and prosperity ease ethnic conflicts? Esman addresses this question and draws conclusions based on the empirical chapters. In his view, ethnic pluralism and ethnic politics are not collective psychoses or aberrations, to be deplored and exorcised, but rather pervasive realities that observers can confront and politicians can manage.

Book excerpt: Our ability to be conscious of the world around us is often discussed as one of the most amazing yet enigmatic processes under scientific investigation today. However, our ability to imagine the world around us in the absence of stimulation from that world is perhaps even more amazing. This capacity to experience objects or scenarios through imagination, that do not necessarily exist in the world, is perhaps one of the fundamental abilities that allows us successfully to think about, plan, run a dress rehearsal of future events, re-analyze past events and even simulate or fantasize abstract events that may never happen. Empirical research into mental imagery has seen a recent surge, due partly to the development of new neuroscientifc methods and their clever application, but also due to the increasing discovery and application of more objective methods to investigate this inherently internal and private process. As the topic is cross hosted in Frontiers in Perception Science and Frontiers in Human Neuroscience, we invite researchers from different fields to submit opinionated but balanced reviews, new empirical, theoretical, philosophical or technical papers covering any aspect of mental imagery. In particular, we encourage submissions focusing on different sensory modalities, such as olfaction, audition somatosensory etc. Similarly, we support submissions focusing on the relationship between mental imagery and other neural and cognitive functions or disorders such as visual working memory, visual search or disorders of anxiety. Together, we hope that collecting a group of papers on this research topic will help to unify theory while providing an overview of the state of the field, where it is heading, and how mental imagery relates to other cognitive and sensory functions.

Available in PDF, EPUB and Kindle. Book excerpt: Since the 1930s, appeasement has been labeled as a futile and possibly dangerous policy. In this landmark study, Stephen Rock seeks to restore appeasement to its proper place as a legitimate—and potentially successful—diplomatic strategy. Appeasement was discredited by Neville Chamberlain's disastrous attempt to satisfy Adolf Hitler's territorial ambitions and avoid war in 1938. Rock argues, however, that there is very little evidence to support the belief that dissatisfied states and their leaders cannot be appeased or that appeasement undermines a state's credibility in later attempts at deterrence. Rock looks at five case studies from the past 100 years, revealing under what conditions appeasement can achieve its goals. From British appeasement of the United States near the beginning of the twentieth century to American conciliation of North Korea in the early 1990s, Rock concludes that appeasement succeeds or fails depending on the nature of the adversary, the nature of the inducements used on the antagonist, and the existence of other incentives for the adversary to acquiesce. Appeasement in International Politics suggests the type of appeasement strategy most appropriate for various situations. The options range from pure inducements, reciprocity, to a mixture of inducements and threats. In addition to this theoretical framework, Rock's explicit comparison of appeasement and deterrence offers important guidelines for policymakers on when and how to implement a strategy of appeasement. At a time when the strategy of engagement plays an increasingly central—and controversial—role in U.S. foreign policy, Appeasement in International Politics reestablishes the long-discredited use of inducements as an effective means of preventing conflict.

Available in PDF, EPUB and Kindle. Book excerpt: The apparently accelerating arms race between the United States and the Soviet Union and the precarious political conditions existing in many parts of the world have given rise to new anxiety about the possibility of military confrontation between the superpowers. Despite the fateful nature of the risk, we have little knowledge, as Jack S. Levy has pointed out, "of the conditions, processes, and events which might combine to generate such a calamity." No empirically confirmed theory of the causes of war exists, and the hypotheses—often contradictory—that have been proposed remain untested. As a step toward the formulation of a theory of the causes of war that can be tested against historical experience, Levy has developed a unique data base that will serve as an invaluable resource for students of international conflict in coming years. War in the Modern Great Power System provides a much-needed perspective on the major wars of the past. In this thorough and systematic study, Levy carefully defines the Great Power concept and identifies the Great Powers and their international wars since the late fifteenth century. The resulting compilation of war data is unique because of its five-century span and its focus on a well-defined set of Great Powers. Turning to a quantitative analysis of the characteristics, patterns, and trends in war, Levy demonstrates that although wars between the Great Powers have become increasingly serious in every respect but duration over the last five hundred years, their frequency has diminished. He rejects the popular view that the twentieth century has been the most warlike on record, and he demonstrates that it instead constitutes a return to the historical norm after the exceptionally peaceful nineteenth century. Applying his data to the question whether war is "contagious," he finds that the likelihood of war is indeed highest when another war is under way, but that this contagious effect disappears after the first war is over. Contrary to the popular "war-weariness" theory, he finds no evidence that war generates an aversion to subsequent war. This study, extending the scientific analysis of war back over five centuries of international history, constitutes a major contribution to our knowledge of international conflict.
