It explores the influences on events of trade, foreign involvement in Omani affairs, and Ibadism (the principal sect of Islam in Oman). It also emphasizes the role of the Sultan in contemporary Oman. Amal Sachedina analyses the relations with the past that undergird the shift in Oman from an Ibadi shari'a Imamate (1913–1958) to a modern nation state from 1970 onwards. Since its inception as a nation state, material forms in the Sultanate of Oman—such as old mosques and shari'a manuscripts, restored forts, national symbols such as the coffee pot or the dagger (khanjar), and archaeological sites—have saturated the landscape, becoming increasingly ubiquitous as part of a standardized public and visual memorialization of the past. But in July 1970, as a result of a palace coup, the state abruptly turned away from isolation and traditions of the past. The most obvious alteration was in the dramatic change in the outward appearance of the country, particularly as exemplified by the rejection of the long era of stagnation and the parallel emphasis on socio-economic development. In the political realm, however, the shifting balance of power and the rapid growth and diversification of the state’s administrative structure were based essentially on perennial themes in Omani politics. The interplay between four of these themes forms the basis of this study, first published in 1978. The role of the Sultan and the ruling family, the development of the administration, the exercise of tribal politics and the impact of external influences on the state are closely examined and the modifications they went in response to the various challenges of the twentieth century are discussed. The constant flux in the relative importance of each of these themes illustrates the fragile nature of the traditional Omani political system, for in the twentieth century the Al Bu Sa’id Sultanate found its precarious hold over the country challenged on a number of occasions. These challenges – ranging from the tribal and religious rebellion of 1913-20, to the Marxist-Leninist revolt in Dhufar – are also analysed in detail, together with the response of the Sultanate to their impact.

He was unknown to his own population, and the country was poor and plagued by civil wars. Yet he has built his regime's legitimacy on a policy of national unification, the assimilation of all of Oman to the oil rentier state framework, and of his state to the person of the sultan, the incarnation of the country's 'renaissance'. This books seeks to understand the mechanisms of social and political perpetuation of authoritarianism in post-colonial states such as Oman. It shows how one monarchical power has built and constantly renewed its basis to meet the internal and external challenges threatening its stability. Yet this book also raises the question of what happens when one part of this model, namely an oil-rent economy, falters, with half the population under fifteen years of age and when the privileges enjoyed till recently may no longer be tenable. Valeri also sheds light on the strategies adopted and challenges faced by other Arab monarchies in the Persian Gulf, Morocco and Jordan.

The book argues that despite the establishment of legal instruments guaranteeing equality for all citizens, the fact that the state depends upon Islamic and tribal elites for its legitimacy invalidates these guarantees in practice. Two particular features of the legal and cultural regulation of marriage and marital rights are focused on - the perceived requirement for kafa’aor equality in marriage between so called high and low socio-economic status peoples is examined, and the institution of talaq, which grants greater rights to men than to women in appeals for divorce. This book addresses highly complex subjects with great rigor, in terms of empirical research and engagement with theory, sociological and political as well as theological and legal. It is an interesting investigation of the divisions of authority between the state, Islam and tribal norms, highlighting barriers to reform in both Oman and wider Islamic society, and advocating the removal of such obstacles.

Oman in the decades prior to the 1960s was largely isolated from the rest of the world and its changing economies and societies. With a limited education, little international links, small health systems and government under the then Sultan Said bin Taimur. Rural communities in northern Oman had very little contact with the Sultan's government, which was based in the southern province of Dhofar. In a world in which people in most countries, including the Gulf States, gained at least some benefit from modem education and health services, Omani villagers and pastoralists had recourse only to Koranic schools and traditional healers. On the other hand, however, they retained full responsibility for the management of their rural resources on which they depended for their livelihoods and for life itself and had evolved effective communal systems for their development and conservation. These were exemplified by regulations governing the protection of trees and by the work of the committees which controlled the traditional falaj water supply network. People worked interdependently, responding to the contributions made by other members of the rural communities in a system of mutual self-reliance. They also lived ~n harmony with their environment in a manner which time had proven to be truly sustainable. This volume looks at the changes that occurred after Sultan Qaboos came to power in 1970.
