Book excerpt: "The population is aging, and the number of homeless older adults in Minnesota is growing. The increase of homeless older adults in Minnesota has led to a higher utilization of homeless shelters in Hennepin County. This study assesses the programs, services, and special accommodations in place at homeless shelters in Hennepin County to meet the needs of the older adult population. A face-to-face interview and a space assessment were created to assess the programs services, and special accommodations at local shelters. Research participants included five shelter workers. Combined, the five facilities serve 712 homeless individuals over the age of 18. The study concluded that Hennepin County homeless shelters offer a variety of programs and services. In addition, if a shelter is inadequately equipped to of meet the needs of a shelter guest, the data suggests that the shelter workers will refer the individual to a more appropriate setting. The data also concludes that there is room for improving current special accommodations made at the homeless shelters. The researcher made specific suggestions for improving programs, services, and special accommodations made in homeless shelters as well as recommendations to improve future studies on the topic of homlessness."--leaf 5.

Book excerpt: Homelessness is an issue of social justice, in the United States, because it leaves people vulnerable, unsafe, and ill, while not having their basic needs for food and shelter met. Although the United States is the wealthiest country in the world, a significant number of its residence, whether citizens or not, have experienced homelessness in their lifetime. Less than 5 years ago, the U.S. Department of Housing and Urban Development (HUD) found that 564,708 people are homeless on any given night. There is a dearth of information available that puts older adults at the forefront or at the center of homelessness epidemic. Moreover, recent HUD reports claim that homelessness has decreased, in the United States, while the National Center on Family Homelessness reported that the number of residents experiencing homelessness is steadily climbing and is expected to hit an historic high, within the next 5 years. Yet, most of the attention given to homelessness as a public health issues, tends to focus on families and children. Few studies have targeted older adults and their primary risk factors experiencing homelessness. Important to note is the fact that consistent data and accurate reporting about homeless older adults are few and far between. This chapter (1) presents a practical definition of homelessness, (2) provides a social work framework for understanding and assessing risk among homeless populations, as well as, (3) emphasizes the importance of cultural competence in health practices for addressing homelessness among older adults as a public health concern.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

In Coming Out to the Streets, Brandon Andrew Robinson examines their lives. Based on interviews and ethnographic fieldwork in central Texas, Coming Out to the Streets looks into the LGBTQ youth's lives before they experience homelessness—within their families, schools, and other institutions—and later when they navigate the streets, deal with police, and access shelters and other services. Through this documentation, Brandon Andrew Robinson shows how poverty and racial inequality shape the ways that the LGBTQ youth negotiate their gender and sexuality before and while they are experiencing homelessness. To address LGBTQ youth homelessness, Robinson contends that solutions must move beyond blaming families for rejecting their child. In highlighting the voices of the LGBTQ youth, Robinson calls for queer and trans liberation through systemic change.
