Available in PDF, EPUB and Kindle. Book excerpt: The suggestion was made recently that Committee D-2 on Petroleum Products and Lubricants should prepare purchase specifications for lubricants. That suggestion was in line with a growing desire on the part of consumers for the development of tests and specifications relating to the goods they must buy. It is part of a demand which has been recognized by the Society in making provision for the extension of its activities in the development of standards for ultimate consumer goods. On behalf of Committee D-2, a special committee of qualified men--a committee composed both of producers and purchasers--was accordingly appointed to consider the request for oil purchase specifications and to recommend the proper procedure to follow in respect to oil purchasing. This was done because, the question of preparing purchase specifications for lubricants having of course been considered before, it was recognized that the problem is not a simple one. The procedure thus followed was also in conformity with thepolicy set up by the Society that standardization work on ultimate consumer goods should proceed carefully and that it should deal only with such commodities as can be definitely evaluated by engineering methods. The special committee named made a a careful study of the problem of preparing purchase specifications for lubricants. Because of the important bearing of that group's findings upon this symposium,it is the purpose of this introduction to present at the outset the report which they made to Committee D-2 under date of December 26, 1945. Their report was as follows: The Special Subcommittee on Oil Purchase Specifications of Committee D-2 was appointed by the D-2 Advisory Committee on June 11, 1945. Book excerpt: Procurement of petroleum products, as well as all other materials for the Naval services, is made by the Bureau of Supplies and Accounts. The process or mechanics of the procurement consists essentially of seven steps; namely, (1) determining the needs of the service for the material, (2) obtaining specifications which define the product desired, (3) preparation of schedules or proposals, (4) advertising or forwarding of schedules to qualified bidders, (5) awarding of contract, (6) inspection of material to determine its compliance with contract specifications, and (7) distribution of the petroleum products to the using activities. The requirements are divided into three different groups, continental U. S., marine bunker, and off-shore, each of which is determined and handled separately. Marine bunker and continental U. S. requirements of the Navy Department and of other departments of the Government which procure under Navy contracts are estimated from replies to questionnaires circulated to the various activities, and from stock reports furnished quarterly by the different Naval stocking depots and shipyards.

Book excerpt: The contentious and growing sustainability concerns within the UAE’s oil and gas industries have highlighted the necessity of systematically examining the internal and external organisational factors that influence sustainable procurement (SP) in the industry. This study investigates the internal and external factors most influencing SP in the UAE’s oil and gas industry. Utilising questionnaires the researcher obtained data from 200 procurement professionals working in five oil and gas companies operating in the UAE. The research framework, developed through an extensive literature review, was analysed and tested using structural equation modelling (SEM).The results reveal that both internal and external factors have a positive and statistically significant impact on sustainable procurement, although internal factors have a relatively greater effect. This study found that leadership in change management, internal management structure, management strategy, and infrastructure cost management, are the most influential internal factors affecting SP, whilst social and economic factors are the most influential external factors. An emphasis on these internal and external factors can help oil and gas companies operating in the UAE greatly improve their level of SP performance. However, the dimensions of internal and external factors affecting SP showed a mixed result. With respect to the dimension of internal factors, Management strategy, Cost of infrastructure, and Project management office had a positive and statistically significant effect on SP. Concerning the dimensions of external factors, Social factors, Economic factors, and Ecological factors had a positive and statistically significant effect on SP.
