They lack knowledge of local board policy, state attendance laws, proper use of data codes, withdrawal codes, printing attendance reports, contacting parents, setting up meetings, and seeking legal intervention. Is there a user-friendly resource attendance manual that is ready for campus personnel who need technical support? Is there a campus plan with a checklist available for campus staff attendance responsibilities, time frames, resources required, and evidence of completion? These things need to be in place to identify truant students and provide early intervention quickly. This practical guidebook is written for attendance professionals new to truancy, tenure professionals, clerks, outreach workers, social workers, and others responsible for working with students and their excessive absences. It is a straightforward guide for preparing anyone to deal with truant students and their families. Part One discusses the causes of truancy, while Part Two provides detailed strategies for managing school attendance. It can be used as a presentation for training attendance professionals, staff members new to truancy, and specifically for those responsible for students in their district. In addition, it can be used as a refresher workshop annually. This guidebook is designed to will help reduce the dropout rate and increase attendance in schools.

In examining the experiences of practitioners, the researcher is not seeking to prove or support a particular curriculum, school, model, or theory. Rather, this study seeks to draw on PIPE and theories of human sense-making to gain an understanding of the experiences and meaning district personnel give to policies enacted to reduce chronic absenteeism. The findings of the study may offer useful considerations for future policy-making in the area of chronic absenteeism and may contribute to theories of policy development and implementation.

Book excerpt: In schools across America a veiled and dangerous problem continues to grow that impacts millions of students daily; that problem is student absenteeism from school. The more frequently a student misses school, the wider the achievement gap becomes. During the 2009-2010 school year, data collected from the United States Department of Education (DOE) exposed that students enrolled in public schools across the nation missed more than 57 million days of school (Taylor, 2014). Chronic absenteeism is defined as a student's absenteeism from school at least 10 days in a single year based upon a 184-day school calendar in the state of Ohio (Attendance Works, n.d.). The purpose of this study is to identify if effective communication with families regarding their students' attendance will impact student attendance rate. The investigation lasted 128 school days and was quantitative in nature as it measured the change in attendance rate once a specific attendance intervention was utilized by the school district to address the problem of chronic absenteeism and examined student attendance rate pre and post- intervention. The study looked to answer the following questions: how does a specific attendance intervention impact student attendance rate to school, how does the intervention's impact vary by grade, school, cohort, and student characteristic/subgroup, and how much does early chronic absenteeism predict later attendance patterns? Based upon a dependent t-test that was conducted using dependent variables representing student change in attendance rate pre-intervention and student change in student attendance rate post-intervention, there were no significant differences from pre- to post- intervention, t (2890) = -1.05, p = .292, r = .982. Findings from the quantitative study displayed no significant impact from the post-data analysis on student attendance rate and the answer to the three research questions being a distinctive no. An unintended outcome of the study was a significant increase in parent engagement with the school district with communication increasing during the post-data collection phase of the investigation lasting 42 school days by more than 200%. At the start of the post-data collection phase of the investigation, a global pandemic, COVID-19, or the Coronavirus, reached the United States but was not initially identified in Ohio until March 11, 2020. All K-12 schools were closed on March 12, 2020, six days after the completion of the post-data phase of the study. The bearing of this global pandemic on the outcome of this study and its data would be absolutely minimal given its less than 1% infection rate per populous at the time of data collection.

Book excerpt: Nationally, 8 million, or 1 in 7 students, were chronically absent in 2015–2016, which increased by 800,000 compared in 2013–2014 (Jacobson, 2018). “A student who misses just two days of school each month, 18 days total, is considered to be chronically absent” (US Department of Education, 2016, p.1). The factors of poverty, health, culture and climate, and parental influences are suggested reasons for chronic absenteeism (Black et al., 2014; Dembo et al., 2016; Gottfried, 2017; Jacobsen et al., 2016; Patnode et al., 2018; Van Eck et al., 2016). The decision to implement attendance as an indicator of school accountability under ESSA, prompted several effective chronic absenteeism initiatives, that when implemented with fidelity had significant reductions in chronic absenteeism as well as core elements of successful and sustainable interventions. This mixed methods convergent parallel study investigated (N = 49) public middle schools and explored (N = 22,049) student responses for chronic absenteeism in middle school students. The study employed various data collection methods: analysis of state ex-post facto data, reviews of literature, sending a formalized invitation to interview, and interviewing responsible parties who work directly with chronic absenteeism youth. The following research questions guided this study: 1. What are the top three student reasons for being absent from school? 2. Is there a significant difference in middle school student ratings between schools with high, medium, and low chronic absenteeism? 3. How do family court magistrates, a director of juvenile services, and a court social worker from a state in the northeast describe the transitions of chronically absent middle schools’ students to non-chronically absent middle school students? Chi-Square analysis of ex-post facto data revealed twelve factors students identified as reasons for chronic absenteeism to be significant (p ≤ .001). Significant differences were found in chronic absenteeism rates of high, medium, and low chronic absenteeism middle schools for sickness, some other factors, bullied, and not safe at school as top-rated reasons for student absence. The interviews (n = 6) identified five collective actions: uniformity, monetary measures, personalized accountabilities, comprehensive communications, and consistency. Recommendations were discussed for educational leaders to create successful and sustainable interventions to reduce chronic absenteeism.

Book excerpt: Students who attend preschool regularly are significantly more likely than chronically absent preschoolers, those who missed at least 10 percent of the school year, to be ready for kindergarten and to attend school regularly in later grades. The study, which followed 25,000 three- and four-year-olds served by Chicago Public Schools (CPS) school-based preschool programs, finds chronic absenteeism is rampant among preschoolers in Chicago. In 2011-2012, almost half of three-year-olds and more than one-third of four-year-olds were chronically absent. This report examines the extent of preschool absenteeism and the reasons preschool students are absent. It also examines the relationship between preschool absences and students' scores on measures of kindergarten readiness in math, letter recognition, and social-emotional development, as well as assessments of second-grade reading fluency. Ultimately, students who miss more preschool have lower kindergarten readiness scores, and students who are chronically absent in preschool are more likely to be chronically absent in kindergarten and have lower second grade reading scores. However, students who enter preschool with the weakest skills benefit the most from regular attendance.
