The security rationale behind the UK Government's decision to announce the 2015 deadline for the unconditional withdrawal of UK combat forces remains unclear and there are a number of potential risks inherent in such an approach.

Book excerpt: The ongoing violence by Palestinian and Israeli extremists does not bode well for peace negotiations for a two-state solution, but as much of the coverage surrounding recent violence has highlighted, restrictions which restrain economic development within the Occupied Palestinian Territories (OPTs) remain a key issue for the Palestinians. In particular, as the World Bank made plain in a report last year, there would be scope to raise Palestinian GDP by over 20% if Palestinian businesses were allowed to invest the part of the West Bank controlled by Israel. The conflict between Hamas and Israel and the stalling of the peace talks should not prevent the UK and other European countries from pressing Israel to end unnecessary restrictions. In particular, the Committee challenges the assertion that restrictions which curtail economic development in the OPTs are based on Israel s security needs. The UK should encourage both sides to negotiate to address the disputed issues, including Palestinian access to 3G and 4G services in the West Bank, and greater access to the West Bank aquifer, construction permits, demolitions and master plans. DFID should also support the World Bank programme for helping the Palestinian Authority with land registration. While the Committee welcomes the UK's decision to introduce labelling guidelines for products made in Israeli settlements, they call for a review to examine whether the guidelines have been implemented and to what effect. MPs also strongly support the Palestinian Market Development Programme but also call for the provision of a Sector Grant Facility and Development Impact Bonds in the OPTs

It also looks at whether nuclear defence trumped arms control objectives during this period. Book excerpt: Much research has highlighted that sub-state entities (SSEs) - such as the German Länder, the Spanish autonomous communities, or the French regions - mobilise at the European level. This literature, however, is silent on how this sub-state activity interacts with that of its own member state. Do SSEs lobby in Brussels with their member state (cooperation), without their member state (non-interaction), or against their member state (conflict)? This book fills the current research gap by identifying what pattern of interaction between state and sub-state EU interest representation corresponds to, and by identifying what the determinants of such a pattern are. To achieve this, both quantitative and qualitative methods are employed. The quantitative section consists of regression analysis on data collected through a survey addressed to heads of regional offices in Brussels, and highlights that cooperation is the most frequent outcome, followed by non-interaction. Conflicting interest representation is the least frequent outcome. Further analysis reveals that devolution levels do not affect conflict but increase the frequency of cooperation and decrease that of non-interaction. Meanwhile, party political incongruence fails to affect conflict, decreases cooperation, and increases non-interaction. This quantitative work is complemented by a series of in-depth case study analyses of Scotland (UK), Salzburg (Austria), Rhône-Alpes and Alsace (both France). Based on over a hundred semi-structured interviews, the case studies, along with additional statistical testing, confirm the overall findings reached through quantitative means and further suggest that the effect of devolution overrides that of party political incongruence. Focusing on a key twenty-year period, this study explores Britain's role in efforts to bring about a nuclear test ban treaty between 1954 and 1973.
