Book excerpt: Excerpt from Official Handbook of the Public Athletic League, Baltimore, MD The Public Athletic League is an outgrowth of the Public Parks Gymnasia, established in 1908 by Robert Garrett. Under his leadership, together with Theodore E. Straus, J. M. Cummings, and Theodore Kistler, the League was organized October 20, 1908. George W. Ehler, with a master hand, laid the foundation and started the building along the lines in which it is still grow ing in size and developing in function until its roof is covering the State of Maryland from the mountains of Allegany County to the sea of Worcester County. When Mr. Ehler withdrew to take up a new field of work at the University of Wisconsin, Dr. William Burdick came to the League and the later growth has been due largely to his skillful hand. In April, 1911, the Public Athletic League, in order to secure the advantages of closer co-opera tion with other social agencies and share the economic results of greater efficiency, became a part of the Social Service Corporation. This resulted in no real change in autonomy, but in an increase in efiectiveness. The State Legislature of 1912, through the efforts of State Senator William M. Maloy, appropriated to the public_ath]letic League to conduct athletics through out the State. Through the co-operation of Superintendent M. Bates Stephens, the State Board of Education and Superintendents, Albert S. Cook and Charles J. Koch, as well as the other leaders in education in the State, its activities are increasing rapidly. Book excerpt: Excerpt from Reorganization of the Public School System A little more than two decades ago Charles W. Eliot, convinced that the age at which the college graduate completes his course and begins supporting himself was too high, put the question, Can school programs be shortened and enriched? This query precipitated a discussion which, while ranging over the entire field of educational theory and practice, centered particularly upon the purpose and place of the common school, the high school, and the institutions of higher learning. This critical examination of the principal parts of the system has set in clearer light their characteristics and has led to the belief that a proper regard for the distinctive functions of each makes imperative a reorganization, or at least a readjustment, of the chief divisions of the system with respect to articulation, to internal organization, to grade span, and to defined purpose. Book excerpt: Getting the Message Through, the companion volume to Rebecca Robbins Raines' Signal Corps, traces the evolution of the corps from the appointment of the first signal officer on the eve of the Civil War, through its stages of growth and change, to its service in Operation DESERT SHIELD/DESERT STORM. Raines highlights not only the increasingly specialized nature of warfare and the rise of sophisticated communications technology, but also such diverse missions as weather reporting and military aviation. Information dominance in the form of superior communications is considered to be sine qua non to modern warfare. As Raines ably shows, the Signal Corps--once considered by some Army officers to be of little or no military value--and the communications it provides have become integral to all aspects of military operations on modern digitized battlefields. The volume is an invaluable reference source for anyone interested in the institutional history of the branch.

Available in PDF, EPUB and Kindle. Book excerpt: "This is the first football history to chronicle year by year how playing rules developed the game. Football - a four-dimensional game of rushing, kicking, forward passing, and backward passing - has had more playing rule changes since its inception than any other sport. The Anatomy of a Game follows football rules from the game's European roots through its beginning in the United States to its position as the number-one spectator sport in the 1990s. Highlighted are details of the crisis years that changed the character of the game, with coaches and rules committee members the featured players. David M. Nelson, who served on the NCAA Rules Committee longer than Walter Camp, provides personal insight into all Rules Committee meetings since 1958, as well as an appendix - chronological and by rule - listing every change since 1876." "Ever since the first two human beings kicked, threw, or batted an object competitively, there have been playing rules. Games are mentioned in the Bible, and the Romans brought football's forerunner to Britain, from where it was exported to the United States. It was in the United States that college students decided to make their game rugby rather than soccer. Although the students invented United States football and made the first rules, their ruling power was eventually lost to the faculty, administrators, coaches, rules committees, and the NCAA." "Beginning as a brutal sport, football survived several crises before and after the turn of the century, eventually becoming respectable. The 1931 injury crisis split the high school and college rules and the same year the professionals went their own way, with rules largely based on spectator appeal." "Today the sport is a national treasure primarily because of its playing rules, over seven hundred in total, which make college football unique among the world's team sports. Moreover, football remains an American game, never having the same impact in other countries as do baseball and basketball." "Rules make the game, but people make the rules. Football survived the major crises that threatened the game because committee members adhered to the precepts that had governed football since its inception. The game began with an attempt to have a consistent code of justice, personal accountability, and equality. In some sense the playing rules are a type of moral precept that explains in the simplest terms what can and cannot be done. The Football Code, which first prefaced the rules in 1916, makes the game - more than any other sport - a moral one because it sets standards for coaching, playing, sportsmanship, and officiating."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc.
