The earlier study determined a range of likely future officer requirements and a number of alternative career management systems. It did not attempt to define a "best" system because it lacked the objectives component--what the system was to accomplish. The current report does design a "best" officer career system, defined as one that most fully satisfies 11 ranked objectives determined by a process that included interviews with a group of senior military and civilian officials. The authors describe the process used to determine the objectives of the career management system and the weights accorded those objectives by policymakers. They then illustrate how the methodology is used and present the career management system that results for line officers. A sensitivity analysis and six appendices are included.

Book excerpt: Much of current officer personnel legislation was created to address the Cold War and is based on the experiences of World War II in developing a large officer corps. In the post-Cold War environment, with the officer corps at its lowest level since the aftermath of World War II, and with a changing national security and military strategy, Congress in Section 502 of the National Defense Authorization Act for Fiscal Year 1993 (Public Law 102-484) asked for a fundamental examination of officer management for the period beyond the current drawdown. Congress and the Department of Defense expressed interest in several primary areas to include grade and skill requirements; flows into, within, and out of the services; turnover and stability; career lengths; and promotion. The conclusions reached in this study were based on a broad method of analysis designed to provide analytical information about changes that could be made in the officer career management system. The authors set forth alternative future systems from which needed policies can be selected to address DoD and service objectives for officer careers. The authors also suggested criteria for measuring how well the systems meet the purpose and objectives of officer career management described in this report.

Book excerpt: Since the military draft ended in 1975, newly commissioned officers haveincluded increasing numbers of minorities and women. These officers must beretained and promoted for the senior officer ranks to become as diverse asthe junior officer ranks are today. This report examines whether minorityand women officers obtain these promotions and choose to continue in theircareers at the same rate as other officers. The authors conducted tworesearch efforts: analyzing personnel records and interviewing midcareerofficers, personnel managers, and promotion board members individually andin focus groups. Results for minorities other than blacks were limited dueto small sample sizes. White women were found to be less likely to reachhigher officer ranks than were men, mostly because they chose to leave themilitary between promotions. Black male and black female officers generallyfailed promotions in higher proportions than did white males, but were morelikely to stay in the military between promotions. The interviews and focusgroups revealed different perceptions about careers: Black officers seemedto have greater difficulty forming all-important peer and mentorrelationships and overcoming initial expectations of lower performance.Women's careers have been affected by limited occupational opportunities,inconsistent acceptance of their role as military officers, harassment, andfamily conflicts.
