The focus of the report is on evaluating the performance of the World Bank in supporting the PRSP initiative, not on appraising the authorities' policies. The emphasis of the report is on the formulation and implementation of the PRSP until the time of the evaluation team's mission to Ethiopia in mid-2003. The report is structured as follows: section one starts with introduction; section two describes the country context including the poverty profile, the political and economic context, national strategies and trends in development aid and aid relations; section three describes the PRSP process and includes an assessment of the relevance of the PRSP for Ethiopia, and the application of its underlying principles in Ethiopia. It concludes by presenting some preliminary evidence on its results; section four assesses the World Bank's support to the process;(v)section five cooperation between the Bank and the Fund, including the Joint Staff Assessment. Finally, section six summarizes the main conclusions of the case study.

Book excerpt: The World Bank and the International Monetary Fund (IMF) launched the poverty reduction strategy (PRS) initiative in 1999 to improve the planning, implementation, and monitoring of public actions geared toward reducing poverty. The PRS paper and poverty reduction and growth facility (PRGF) were intended to transform the way the Bank and the fund operated in low income countries. This volume contains summaries of ten country case studies namely, Albania, Cambodia, Ethiopia, Guinea, Mauritania, Mozambique, Nicaragua, Tajikistan, Tanzania, and Vietnam conducted for the IMF's independent evaluation office (IEO) evaluation of the PRSP and PRGF and the World Bank's operations evaluation department (OED) evaluation of the PRS process. Evaluators interviewed government officials, civil society groups or representatives, international non-governmental organizations (NGOs) and other external partners during field visits in all ten countries, and also reviewed internal and publicly available documents prepared by the IMF and World Bank staff. Stakeholders commented on the preliminary findings of the evaluation teams, and in most cases workshops were held at the end of the mission. The governments of the countries were asked to comment on the full case study reports, which reflect their remarks.

This report is a contribution to the strategy review process. It examines the implementation of the 1990 strategy, maps changes against assessment of Bank performance at both the country and the project level and assesses the relevance of key elements of the 1990 strategy in light of new data and shifts in the development assistance environment. The report concludes that the 1990 strategy remains relevant but needs to be combined with a more comprehensive approach. Lessons from experience confirm the importance of a holistic approach to reach the poor more effectively. This includes a focus on local level institutions and building on existing institutional frameworks wherever possible and on working across sectors for maximum impact. The 1990 strategy and the operational guidelines based on it have failed to generate a clear emphasis on measuring and monitoring results. A critical test of the Bank's evolving poverty strategy will be the design of a credible framework for measuring the results of the Bank's country assistance, and helping to build local capacity for monitoring the impact of poverty reduction programmes.
