Book excerpt: Groundwater allocation determines who is able to use groundwater resources, how, when and where. It directly affects the value (economic, ecological, socio-cultural) that individuals and society obtain from groundwater, today and in the future. Building on the 2015 OECD publication Water Resources Allocation: Sharing Risks and Opportunities, this report focuses on groundwater and how its allocation can be improved in terms of economic efficiency, environmental effectiveness and social equity. Drawing on an analysis of groundwater’s distinctive features and nine case studies of groundwater allocation in a range of countries, the report provides practical policy guidance for groundwater allocation in the form of a "health check". This health check can be used to assess the performance of current arrangements and manage the transition towards improved allocation.

Book excerpt: This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction. The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.

Book excerpt: Accounting for approximately 99% of all liquid freshwater on Earth, groundwater has the potential to provide societies with tremendous social, economic and environmental benefits and opportunities. However, this natural resource is often poorly understood, and consequently undervalued, mismanaged and even abused. In spite of its overall abundance, groundwater remains vulnerable to over-exploitation and pollution, both of which can have devastating effects on the resource and its availability. In the context of growing water scarcity across many parts of the world, the enormous potential of groundwater and the need to manage it sustainably can no longer be overlooked. The 2022 edition of The United Nations World Water Development Report describes the challenges and opportunities associated with the development, management and governance of groundwater across the world.

Available in PDF, EPUB and Kindle. Book excerpt: It is well known that 55% of the world’s population currently lives in urban areas, and this figure is predicted to grow to 68% by 2050, adding more than 2.5 billion people to urban populations. It is also projected that there will be 43 megacities worldwide by 2030, with populations of more than 10 million inhabitants. The United Nations World Water Development Report, 2018, warned that by 2030, the global demand for fresh water is likely to exceed supply by 40%. Added to population growth, climate change has the potential to lead to changes in rainfall regimes, with the potential of increased flooding and drought. Currently, 1.2 billion people are at risk from flooding, but this is predicted to increase to about 1.6 billion, i.e., nearly 20% of the total world population, by 2050. In line with this, replacing deteriorating water management infrastructure that can no longer cope is economically unfeasible, impracticable from a construction point of view, and likely to fail in the long term. To address these issues, approaches are needed that are flexible and have multiple benefits. In its World Water Development Report, 2018, the UN promotes the use of nature-based solutions to some of these problems, with the focus of Sustainable Development Goal 6 (making sure that everyone has access to a safe and affordable supply of potable water and sanitation by 2030) requiring investment in suitable infrastructure across the world. This Special Issue covers the challenges faced in managing urban water in all its forms, from potable supplies to reuse and harvesting, as well as resilient and sustainable approaches developed to address flooding and drought.

Available in PDF, EPUB and Kindle. Book excerpt: Water Productivity and Food Security: Global Trends and Regional Patterns, Volume Three reviews the need for water productivity improvements in agriculture, addressing three distinct questions pertaining to agricultural water productivity improvement in developing countries, including what are the regions where water is a limiting factor for raising agricultural outputs and water productivity improvements, what are the technological measures in irrigation that can raise agricultural water productivity and result in water saving at various scales, and what opportunities exist in the developing economies of South Asia and Africa for raising water productivity and improving water economy at basin scale. This book provides a framework to characterize river basins based on water availability, water supplies, water uses and water demands to ascertain the need and measures available for improving crop water productivity that would be effective at various scales, i.e., plant-level, plot-level, irrigation system level and basin level. This is an essential reference for anyone interested in water management and agriculture. Presents clear explanations of the physical and technical measures that can be adopted to improve productivity of water in agricultural production under different basin conditions Offers physical strategies for improving water productivity in agriculture in different agroecological regions, along with the institutional and policy measures that affect them Includes methodologies for assessing the food security challenges of individual nations using empirical analysis and global datasets
