Book excerpt: ‘This Report, coming as it does soon after the adoption of the new Convention on the Law of the Sea, provides an opportunity for Commonwealth countries of the Asia/Pacific region to assess the legal, political and developmental implications of the new order of the oceans in national terms against the background of existing sub-regional, regional and international co-operation in ocean affairs.
