Book excerpt: Human beings are a cultural species. This predicament enables them to take on many different cultural identities, all of which transcend the bounds of natural behavior of other species. To contemplate this predicament through philosophy is to reflect on such questions as, What makes cultural forms of life possible? What is encompassed in them? What lies at their core? What distinguishes them from natural forms of life? What brings them about, sustains, and causes them to change? Philosophical answers to these questions predate abstract ways of thinking, as they are sometimes embedded in ancient mythical and religious narratives. Such is the story told in the first three chapters of the book of Genesis in the Bible, revealing how human beings became the cultural beings that they are. This study suggests how that ancient and most celebrated story in the literature of the West may be read as harboring insightful philosophical observations on the cultural nature of human beings. It first focuses on the very concept of cultural forms of life, revealing its complicated conceptual links to natural forms of life. It then offers an interpretive framework for reading mythical, symbolic narratives. Using these ideas, it provides a philosophical reading of the Biblical narrative, disclosing it to harbor a metaphysically oriented conception of nature and two insightful philosophical overviews of the cultural nature of human beings. Both overviews endow human beings with an ability to manipulate nature, but in different ways: the first by subjugating parcels of nature to human will; the second by subjugating human beings themselves to a value-laden conception of things and ethical forms of life. Thus, human beings are portrayed as natural creatures possessed of a cultural nature that enables them to transform nature and recreate themselves through their unique cultural predicament.

Astronomy was a core pursuit for observatories, but usually not the only one. It belonged to a larger group of “observatory sciences” that also included geodesy, meteorology, geomagnetism, and even parts of physics and statistics. These pursuits coexisted in the nineteenth-century observatory; this collection surveys them as a coherent whole. Broadening the focus beyond the solitary astronomer at his telescope, it illuminates the observatory’s importance to technological, military, political, and colonial undertakings, as well as in advancing and popularizing the mathematical, physical, and cosmological sciences. The contributors examine “observatory techniques” developed and used not only in connection with observatories but also by instrument makers in their workshops, navy officers on ships, civil engineers in the field, and many others. These techniques included the calibration and coordination of precision instruments for making observations and taking measurements; methods of data acquisition and tabulation; and the production of maps, drawings, and photographs, as well as numerical, textual, and visual representations of the heavens and the earth. They also encompassed the social management of personnel within observatories, the coordination of international scientific collaborations, and interactions with dignitaries and the public. The state observatory occupied a particularly privileged place in the life of the city. Book excerpt: This book aims to determine UNESCO's capability to facilitate heritage protection measures pre-conflict, emergency response measures during conflict and reconstruction efforts post-conflict. The book employs document analysis to ascertain UNESCO's legal obligations when it comes to facilitating cultural heritage protection in its Member States' territories in the condition of armed conflict, while drawing comparisons with the reality of the organisation's presence and involvement in Yemen, Syria and Iraq. This study maps shifts in UNESCO's level of communication with each country's respective government and civil authorities; allocation of financial, human and material resources; and implementation of heritage safeguarding and reconstruction initiatives. Both quantitative and qualitative data shows UNESCO to exhibit great inequity in engagement, at times, closing communications entirely with Syria, due to the political standpoints of other UNESCO Member States. This political gridlock is often shown to result in the organisation overstating its ability to safeguard or restore heritage, with promises not being followed up with action. Since 2015, UNESCO has expressed a stronger intent to be a key player in heritage protection during armed conflict, however as long as cultural heritage protection is not considered a humanitarian concern, UNESCO will not be able to circumvent much of the political and bureaucratic barriers facing intergovernmental organisations during conflict, which prevent emergency action from being implemented. In order to ensure heritage safeguarding is permitted during periods of significant unrest, regardless of political discord, it is crucial that UNESCO promote a people-centred approach to its cultural heritage protection initiatives. This book evidences that focusing on livelihoods and meaningful and practical connections between populations and their local heritage to be UNESCO's optimal methodological approach for justifying cultural heritage protection as a humanitarian necessity. The book's readership includes academics, researchers, and practitioners in the fields of political science, law and heritage studies.
