Esta obra analisou os discursos de poder subjetivados na Política Nacional de Educação Especial na Perspectiva da Educação Inclusiva e nas edições da Revista Inclusão, revelando a ausência do direito à educação para as pessoas com transtornos mentais. Como referencial teórico, os estudos desenvolvidos por Michel Foucault contribuíram para compreender o surgimento das instituições psiquiátricas, os conceitos de loucura, biopolítica e ordem do discurso, articulados com a legitimação das políticas de educação especial e inclusiva no contexto brasileiro. Tal discurso materializa também instituições controladoras, selecionadoras e organizadoras de práticas educativas pautadas em valores dominantes.

O foco baseia-se na interação desses atores e na forma como essa interação influencia os resultados de tais políticas. Como referencial teórico, foram utilizados os estudos sobre burocracia de médio escalão, burocracia de nível de rua e os Estudos sobre a Deficiência (Disability Studies) que ofereceram condições de chaves de interpretação dos fenômenos por meio da perspectiva sociológica da deficiência, sobretudo por meio do conceito de capacitismo. O livro apresenta aspectos ligados ao "chão da escola" e à prática cotidiana escolar de profissionais que atuam na rede municipal de uma cidade localizada no interior do país. O funcionamento precário de algumas unidades escolares e a pressão de responsabilização quanto aos resultados sem a oferta de condições adequadas de trabalho foram fatores que impactaram profundamente o trabalho dos agentes implementadores. Atrelado a isso, ressaltam-se as percepções a respeito do conceito de deficiência. Busca-se mostrar que, para além das questões que permeiam o campo de pesquisa da educação especial e enfatizam a importância da relação professor e aluno, o foco para outros atores, como gestores, por exemplo, é essencial para que seja possível entender como ocorre a implementação das políticas públicas. O livro objetiva apresentar tais elementos enfatizando a interação dos gestores tanto com os professores (que se encontram na linha de frente da implementação das políticas) como com profissionais lotados na secretaria de educação e que, em um contexto hierárquico, localizam-se no médio escalão. Com uma linguagem acessível, porém, sem perder o rigor científico, o livro O direito à educação de alunos com deficiência: aspectos da implementação da política de educação inclusiva traz ao leitor/à leitora aspectos das políticas públicas destinadas às pessoas com deficiência, considerando atores centrais que não são apenas os professores, mas também os agentes que são responsáveis pela implementação da política em outros níveis hierárquicos e que impactam os resultados das políticas.

This book questions the framing of old age by focusing on the relationships between policy making and the production of knowledge.
