Book excerpt: Since 1985, scientists have been documenting a hypoxic zone in the Gulf of Mexico each year. The hypoxic zone, an area of low dissolved oxygen that cannot s- port marine life, generally manifests itself in the spring. Since marine species either die or ee the hypoxic zone, the spread of hypoxia reduces the available habitat for marine species, which are important for the ecosystem as well as commercial and recreational shing in the Gulf. Since 2001, the hypoxic zone has averaged 2 1 16,500 km during its peak summer months , an area slightly larger than the state 2 2 of Connecticut, and ranged from a low of 8,500 km to a high of 22,000 km . To address the hypoxia problem, the Mississippi River/Gulf of Mexico Watershed Nutrient Task Force (or Task Force) was formed to bring together represen- tives from federal agencies, states, and tribes to consider options for responding to hypoxia. The Task Force asked the White House Of ce of Science and Technology Policy to conduct a scienti c assessment of the causes and consequences of Gulf hypoxia through its Committee on Environment and Natural Resources (CENR).

Book excerpt: As appreciation of the interdisciplinary and multidimensional character of environmental issues has increased, there have been attempts to address regional needs more directly. One of these, the Regional Marine Research Program (RMRP), was established by Congress in 1990 to provide a mechanism to fund coastal marine research based on regionally-defined priorities. The RMRP legislation established a system of nine regional marine research boards around the United States. Each board was responsible for planning marine research to address issues of water quality and ecosystem health on a regional scale. Although all nine regions received funding for planning activities and development of a research plan, only the Gulf of Maine RMRP received funding for program implementation. The completion of the Gulf of Maine program, in 1997, presents an opportunity to evaluate whether the process for planning and managing the Gulf of Maine research was adequate, whether the research fulfilled the goals of the program, and whether this experience should serve as a model for similar regional programs elsewhere. Bridging Boundaries through Regional Marine Research is a study of the RMRP, with a specific review of the Gulf of Maine program as well as an assessment of other modesl for regional marine research. This report assesses the need for regional marine research, reviews processes by which regional marine research needs can be defined, and discusses existing programs for regional marine research in the United States. It also identifies short- and long-term approaches that might be taken by NOAA.

Book excerpt: A continuing, comprehensive and timely survey of the state of knowledge of ocean science, this distinguished series provides an overview of research frontiers as ocean science progresses. Areas covered include physical, biological, and chemical oceanography, marine geology, and geophysics and the interactions of the oceans with the atmosphere, the solid earth, and ice. Because ocean science is evolving so rapidly, straining the boundaries of traditional sub-disciplines, interdisciplinary topics have a special place in this series--including those topics related to the application of ocean science, for example, to ocean technology, marine operations, and the resources of the sea. As a treatise on advances and new developments, each topical volume starts with fundamentals and covers recent progress, so as to provide a balanced account of how oceanography is evolving. Previous volumes (1-12) in the series are now available from Harvard University Press. In the manifold, multidisciplinary efforts of.

Book excerpt: This volume focuses on the nutrient and organic matter inputs in estuaries and other coastal ecosystems, their effects on geochemistry and community structure and possibilities for recovery of the systems to a trophic state that is beneficial for man and nature. The book provides many examples of the effects of the enhanced supply of nutrients and organic matter on the chemical features of the water and on the structure, metabolism and trophic pathways of the biological communities. Also included are several case studies providing considerable insight into the response of the different coastal ecosystems to long term changes in the trophic state of the water. Current knowledge on modeling as a tool to manage the trophic state of the coastal ecosystems is also dealt with, making this book one of interests to scientist and students as well as managers.

Book excerpt: The fifth volume in the Harte Research Institute’s landmark scientific series on the Gulf of Mexico provides the first comprehensive study that covers the major core subjects of chemical oceanography in the Gulf. It synthesizes a tremendous amount of established research, together with the most recent information emerging from studies conducted during and after the Macondo Well oil spill that resulted from the explosion of the Deepwater Horizon drilling platform. Situated within the boundaries of a changing semi-tropical region, the Gulf of Mexico is a particularly important body to its bordering countries—the United States, Mexico, and Cuba—and directly influences the economies of these nations through shipping, oil and gas extraction, mineral mining, fisheries, and myriad ecosystem services and recreational opportunities. The changing chemistry of the Gulf also has wide-ranging effects on weather patterns as many of the hurricanes that reach land in the US and Mexico pass through this ocean basin. We are already seeing some of the consequences of climate change, including, to name one example, the increased frequency of harmful algal blooms, the cause of which is still unknown in most cases. This book brings together a team of expert chemical oceanographers from the US and Mexico to provide a foundational understanding of the complex chemistry of North America’s only marginal sea. Gulf of Mexico Origin, Waters, and Biota: Volume 5, Chemical Oceanography serves as an important reference for understanding the basic science, management, and economic issues facing the Gulf of Mexico while pointing out key topics in critical need of additional research.
