For example, a Special election is to be held on the second day Of March. The law provides that primaries for special elections shall be held on the second Tuesday preceding the day Of the election; therefore, the primaries were held Tuesday, February 16. The law further provides that certificates Of nomination shall be filed on or before the twelfth day preceding the day of the election, which in the case cited is February 18. In Boston petitions for recounts of votes cast at primaries must be filed on. The second day following the primaries, which in this case is the 18th, the identical time when certificates of nomination must be filed, thus practically nullifying the recount provision Of the law.
