Nuclear Security draws from papers presented at the 2013 meeting of the American Nuclear Society examining worldwide efforts to control nuclear weapons and ensure the safety of the nuclear enterprise of weapons and reactors against catastrophic accidents. The distinguished contributors, all known for their long-standing interest in getting better control of the threats posed by nuclear weapons and reactors, discuss what we can learn from past successes and failures and attempt to identify the key ingredients for a road ahead that can lead us toward a world free of nuclear weapons. The authors review historical efforts to deal with the challenge of nuclear weapons, with a focus on the momentous arms control negotiations between U.S. president Ronald Reagan and Mikhail Gorbachev. They offer specific recommendations for reducing risks that should be adopted by the nuclear enterprise, both military and civilian, in the United States and abroad. Since the risks posed by the nuclear enterprise are so high, they conclude, no reasonable effort should be spared to ensure safety and security.

The summit resulted in a joint statement saying that international cooperative action is necessary to prevent an act of nuclear terrorism. Summit attendees also pledged to improve nuclear security standards, bring international agreements into force, and share best practices. A second summit will be held in South Korea in March 2012.

Unbeknownst even to many security specialists, tons of bomb-grade uranium are trafficked legally each year for ostensibly peaceful purposes. If terrorists obtained even a tiny fraction of this bomb-grade uranium they could potentially construct a nuclear weapon like the one dropped on Hiroshima that killed tens of thousands. Nuclear experts and policymakers have long known of this danger but – so far – have taken only marginal steps to address it. This volume begins by highlighting the lessons of past successes where bomb-grade uranium commerce has been eliminated, such as from Argentina’s manufacture of medical isotopes. [...] The guidelines would aim in part at raising the cost of storing the material, encouraging states that are making little use of stocks to eliminate or consolidate them.57 The United States has sought to convince summit participants to endorse a 2015 deadline for eliminating the use of HEU in the production of medical isotopes, partly in a bid to convince Russia to embark on course of LEU-based prod.

Book excerpt: This report finds that multilateral initiatives from the 2012 Nuclear Security Summit are improving targeted areas of nuclear security, but more ambitious initiatives are needed to address the lack of transparency and regime cohesion in the global nuclear security system. Countries must begin to put short-term projects like those described in these joint statements into the broader context of a long-term effort to improve the nuclear security system. The joint statement model should be carried forward into the 2014 and 2016 summits, but future joint statements should have at least one clear deliverable and incorporate time for follow-up by participants and reporting to the international community. Broad international cooperation is still needed in a number of areas to address significant remaining global nuclear security challenges. While these joint statements helped clarify states' goals and focus efforts to improve nuclear security, limited multilateral actions will not contribute to the overall strengthening of the global nuclear security system. Looking forward to the 2016 summit, NSS participants should push for a more cohesive, transparent, and effective nuclear security regime that includes more standardized reporting mechanisms and review measures to earn the confidence of the global community.
