The Department of State coordinates the United States' financial and policy relationship with IAEA. IAEA's safeguards program is designed to detect and deter the diversion of nuclear material for non-peaceful purposes, while the agency's nuclear security program assists countries in improving the physical protection of their nuclear material and facilities. IAEA plans to create an international fuel bank to guarantee the supply of fuel for civilian nuclear power programs. GAO was asked to examine (1) any challenges that IAEA faces in carrying out its safeguards program, (2) any limitations regarding the nuclear security program, and (3) the status of IAEA's planned nuclear fuel bank. GAO reviewed relevant documents and interviewed officials from IAEA and U.S. federal agencies, 15 nuclear nonproliferation experts, and representatives from 16 countries. GAO recommends, among other things, that State work with IAEA to (1) clearly define and communicate how IAEA will implement the state-level concept, (2) evaluate the nuclear security program's long-term resource needs, and (3) prepare a plan for the long-term operation and funding of IAEA's fuel bank. State agreed with several of the recommendations and disagreed with two, including the one on the nuclear security program's long-term resource needs. GAO continues to believe that implementing all of these recommendations would enhance the efficiency and effectiveness of IAEA's programs.

Book excerpt: A key mission of the International Atomic Energy Agency (IAEA) is promoting the peaceful uses of nuclear energy through its Technical Cooperation (TC) program, which provides equipment, training, fellowships, and other services to its member states. The United States provides approximately 25 percent of the TC program's annual budget. This report addresses the (1) extent to which the United States and IAEA have policies limiting member states' participation in the TC program on the basis of nuclear proliferation and related concerns; (2) extent to which the United States and IAEA evaluate and monitor TC projects for proliferation concerns; and (3) any limitations and challenges in IAEA's management of the TC program. To address these issues, GAO interviewed relevant officials at the Departments of State (State) and Energy (DOE) and IAEA; analyzed IAEA, DOE, and national laboratory data; and assessed State and IAEA policies toward the TC program. GAO is asking Congress to consider requiring State to withhold a proportionate share of its contributions to the TCF for TC program assistance provided to U.S.-designated state sponsors of terrorism or to report to Congress on its rationale for not withholding a proportionate share of its TCF contribution for such countries. State opposed a proportionate withholding requirement.

Nonproliferation programs administered by the National Nuclear Security Administration (NNSA) are working to secure nuclear materials in Russia and other countries. GAO assessed (1) U.S. governmentwide efforts to implement the President's 4-year nuclear material security initiative; (2) the status and challenges, if any, of NNSA's nuclear security programs in Russia; and (3) NNSA efforts to secure nuclear materials in countries other than Russia. To address these issues, GAO analyzed U.S. nuclear security strategies and plans and interviewed U.S. and Russian government officials. This report summarizes the findings of GAO's classified report on securing nuclear materials worldwide. GAO suggests that Congress consider extending the deadline for NNSA to complete Material Protection, Control, and Accounting (MPC & A) program activities in Russia. GAO recommends that the Department of Energy (DOE) and NNSA take several actions regarding three nonproliferation program efforts in Russia, such as clarifying the remaining scope and costs of MPC & A work in Russia. GAO also recommends that the National Security Council (NSC) lead interagency development of a more detailed implementation plan for the President's 4-year initiative. DOE and NNSA agreed with the recommendations. NSC did not comment on GAO's recommendations.

Because HEU can also be used in nuclear weapons, the National Nuclear Security Administration (NNSA) established the Global Research Reactor Security (GRRS) program to make security upgrades at foreign research reactors whose security did not meet guidelines established by the International Atomic Energy Agency (IAEA). GAO was asked to assess (1) the status of NNSA's efforts to secure foreign research reactors, (2) the extent to which selected foreign research reactors with NNSA security upgrades meet IAEA's security guidelines, and (3) the extent to which NNSA coordinates the GRRS program with other countries and the IAEA. GAO reviewed NNSA and IAEA documents and visited five of the 22 research reactors in the GRRS program, which were selected on the basis of when upgrades had been completed and because the reactors still possess HEU. GAO is making recommendations to help NNSA improve security procedures and encourage the development of national security laws and regulations in countries with HEU-fueled research reactors.
