Book Synopsis Pitfalls of Participatory Programs by :
Download or read book Pitfalls of Participatory Programs written by and published by World Bank Publications. This book was released on 2008 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: Participation of beneficiaries in the monitoring of public services is increasingly seen as a key to improving their efficiency. In India, the current government flagship program on universal primary education organizes both locally elected leaders and parents of children enrolled in public schools into committees and gives these groups powers over resource allocation, and monitoring and management of school performance. However, in a baseline survey we found that people were not aware of the existence of these committees and their potential for improving education. This paper evaluates three different interventions to encourage beneficiaries' participation through these committees: providing information, training community members in a new testing tool, and training and organizing volunteers to hold remedial reading camps for illiterate children. We find that these interventions had no impact on community involvement in public schools, and no impact on teacher effort or learning outcomes in those schools. However, we do find that the intervention that trained volunteers to teach children to read had a large impact on activity outside public schools -- local youths volunteered to be trained to teach, and children who attended these camps substantially improved their reading skills. These results suggest that citizens face substantial constraints in participating to improve the public education system, even when they care about education and are willing to do something to improve it.

Available in PDF, EPUB and Kindle. Book excerpt: Volume 8 of the Army University Large Scale Combat Operations series. The Competitive Advantage: Special Operations Forces in Large Scale Combat Operations presents twelve historical case studies of special operations forces from World War I through Operation Iraqi Freedom. This volume sheds light upon the emerging roles, missions, and unique capabilities that have forged a path for Army Special Operations Forces today. These case studies set Large Scale Combat Operations in the center and place ARSOF's role in the forefront. If a reader were to take one piece from this volume, it would be the clear understanding of the close synergy that occurs between the Conventional Force and SOF in Large Scale Combat Operations for major wars in the 20th and early 21st century. That synergy should provide a broad azimuth for military planners and practitioners to follow as the Army, SOF, and the Joint Force combine to preserve the peace, defend the Nation, and defeat any adversary.

Book Synopsis World Event/interaction Survey (WEIS Project) [Codebook] by : Charles McClelland
Download or read book World Event/interaction Survey (WEIS Project) [Codebook] written by Charles McClelland and published by . This book was released on 1971 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: The World Event/Interaction Survey (WEIS) Project is a research program examining international system characteristics and processes. Specifically, the data collected in the WEIS Project are public events reported daily in the press. The data reflect the flow of action and response between countries. One basic theoretical assumption underlying the project is that in the international political system, nations act consistently enough so that their past behavior is a source for the prediction of their present and future actions. Thus a country's external 'performance characteristics' in dealing with a wide variety of situations and with other countries are conceived to be made up of combinations of 'primary actions' that are categorized explicitly. These combinations of 'primary actions' are expected to fit together with those other countries in patterns of interaction. The purpose of the research is to discover if these theoretically expected characteristics and patterns make regular appearances in international relations. (Author) and patterns make regular appearances in international relations. (Author).
