Book excerpt: Thirty years ago, the idea that China could challenge the United States economically, globally, and militarily seemed unfathomable. Yet today, China is a superpower. By showing how China pursued an "upstart" strategy rather than simply mimicking the US model, Upstart: How China became a Great Power powerfully demonstrates how China has been able to achieve great power status in such a short period of time -- and what it all means for the future of US-China relations.

Book Synopsis Aircraft Carriers by : Norman Polmar
Download or read book Aircraft Carriers written by Norman Polmar and published by Potomac Books, Inc.. This book was released on 2008-01-01 with total page 820 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the post-1945 era, the aircraft carrier has remained a valued weapon despite the development of nuclear weapons, cruise and ballistic missiles, and highly capable submarines. At times, as in the early days of the Korean and Vietnam Wars and in the Falklands conflict, carriers alone could deploy high-performance aircraft to the battlefield. In other operations, such as enforcing the no-fly zones and the U.S. invasions of Afghanistan and Iraq, only carriers could provide the bases needed for sustained combat and support operations. This second volume of Norman Polmar's landmark study details the role of carriers in the unification of the U.S. armed forces and strategic deterrence, fiscally constrained Great Britain, the development of British Commonwealth and ex-colonial navies, and the efforts of France and the Netherlands to rebuild their fleets. The role of the modern carrier-nine nations currently possess them-is discussed, as are the issues confronting nations that might acquire them. Chapters on the Soviet Union's effort to produce carriers are included for the first time. The development of both carrier planes and the many "oddball" aircraft that have flown from carriers-such as the U-2 spy plane-are also examined. Appendixes include comprehensive data on all carriers built and converted through 2006. This volume is a valuable companion to the critically acclaimed Volume I, which covers aircraft carrier development and operations from 1909 to 1945.

Book excerpt: As the U.S. enters a new cent., the 107th Cong. and the new admin. face an array of challenges and opportunities to enhance the performance and accountability of the Fed. gov't. and to position our country for the future. The GAO's recently issued Performance and Accountability Series describes those challenges. This report provides a framework for considering the budgetary implications of certain program reform options discussed in past GAO work but not yet addressed or enacted. This report is not a complete summary of possible options, but it does provide specific examples that demonstrate the programmatic and fiscal oversight needed as we enter the new millennium. Available in PDF, EPUB and Kindle. Book excerpt: The Department of the Navy wants to improve shore installation operations, readiness, and management by skillfully leveraging state-of-the-market technologies and business methods such as outsourcing, privatization, and partnerships with state and local governments, with a goal of reduced cost of infrastructure. For the Navy itself, where all forces float or fly, the shore establishment is synonymous with infrastructure, which includes "all activities that provide sup port or control of forces from fixed bases of operation."
